Amref Health Africa in Ethiopia
Amref Health Africa, headquartered in Kenya, is the largest Africa based international non-governmental organization (NGO) currently running programs in over 35 countries in Africa with lessons learnt over 60 years of engagement with governments, communities and partners to increase sustainable health access in Africa. Amref Health Africa also incorporates program development, fundraising, partnership, advocacy, monitoring and evaluation, and has offices in Europe and North America as well as subsidiaries; Amref Flying Doctors, Amref Enterprises and the Amref International University. Amref Health Africa has been active in Ethiopia since the 1960’s and became fully operational and registered as an international NGO in 2002.
Digital Learning Solutions for Conitious Professional Development
Strengthening CPD and IST for health workforce development ensuring quality and geographic access, using innovative technology solutions, engaging professional associations and universities and exploiting data for decision are selected proposed approaches highlighted in the National HRH strategic plan. Moreover, a multi-disciplinary committee, the CPD Accreditation Committee, has the responsibilities to ensure implementation of CPD and its linkages to re-licensure, and has started this processes, based on the Directives of CPD for Health Professionals.
Supporting the FMOH’s endeavor, our consortium will address these gaps by building on our in-depth understanding of opportunities and investments in the CPD and IST administration. In order to do so, we propose a sustainable digital learning solution with the capacity to increase access to standardized, quality and accredited courses in in-service training and continuing professional development and to track health workforce CDP and IST performances as an input for re-licensure with linkages to other HRIS platforms. Our approach will target the change in mindset of government policy makers, regulators and health professionals to adopt a behavior that embraces technology as a medium of quality learning, and its contribution to their personal and professional growth, bringing lasting changes in their service delivery.
Amref Health Africa brings over 15 years’ experience in implementing eLearning solutions with its Learning Capability Maturity Model (LCMM) implemented successfully across seven African countries. Leveraging on this experience, we will build on existing government structures and will work jointly with the FMOH, the Ministry of Information and Technology (MInT), the professional associations, universities and private sectors engaged in e-learning to create an effective and efficient appropriate digital learning solution that takes into account the Ethiopian technology development context, and in alignment with the Ethiopian eHealth Strategy.
Funded by several donors, Amref Health Africa has been implementing several projects in various regions and districts of the country. Through the projects, it works with the government, private sector and communities at large towards its aspiration of lasting health change in Ethiopia. As part of its efforts to promote the Digital Learning Solution, it implments, Amref looks for marketing and communication consultant to develop a strategy to guide the marketing and promotion efforts of the digitial learning solutions for health professionals who should undergo CPD – continuous professional development. The main objective of the strategy is to change in mindset of government policy makers, regulators and health professionals to adopt a behavior that embraces technology as a medium of quality learning, and its contribution to their personal and professional growth, bringing lasting changes in their health service delivery wherever they are.
Objective of the Consultancy:
The main purpose of this consultancy is to develop marketing and promotion strategy that help guide the promotion of Digital Learning Solutions for health professional associations to integrate digital tools and platforms for health taskforce development and widely implement to train health workers as part of the health workers continuous professional development. The strategy should also address how these health professional associations with digital learning platform could promote and market their services to health workers to take courses digitally and improve their competencies and skills.
