Job Description

International Clinical Laboratories (ICL) is one of the largest of independent clinical diagnostic centers on the African continent. ICL has opened its door for service in 2004 with the aim of “contributing to the maintenance and enhancement of the quality of life throughout Ethiopia” by encompassing a system of human and physical resources designed to meet the changing healthcare needs of the population it serves.

It is the only laboratory accredited by the USA based Joint Commission International (JCI) for six times in a row. The laboratory provides more than 3000 tests in collaboration with its referral laboratories.

ICL would like to fill the following vacant positions under Operations and Admin department by inviting all qualified and competent applicants:

Report to: This position reports to Operations and Admin Executive Director.

Position Summary: The HR & Admin Associate Director will lead, direct and manage the day-to-day Human Resources and Administrative activities for ICL Country office and Regional Offices. The incumbent will provide oversight and guidance to the development and monitoring of processes related to recruitment and retention, compliance, compensation, benefits, training and development; as well as oversee administrative functions. He/she will provide strategic guidance on HR & Admin to the organization.

Duties and Responsibilities

  • Develop and oversee a recruitment process
  • Review job advertisements prior to posting, in collaboration to the line Managers or Directors, screen CVs, conduct telephone screenings, coordinate interview teams, participate in interviewing candidates and ensure that documentation is collected and recorded.
  • Oversee employees’ engagement for the company and manage the new hire orientation and exit process.
  • Review the HR policy, procedures manual and personnel handbook, recommending amendments needed due to changes in local conditions or labor laws.
  • Manage timesheets for office, ensuring timely submission, approval, accuracy, and filing.
  • Monitor compensation - ensuring internal equity and compliance and benefits.
  • Facilitate job analysis and assist in updating job descriptions.
  • Advise senior and junior management team on appropriate staffing levels and assist in budget preparation.
  • Review employee final payments for accuracy and compliance with labor laws.
  • Directly manage and lead staff of HR, transport and general service sections.
  • Ensure smooth running of all administrative functions in the organization.
  • Evaluate the need for employee training and development and work on capacity building.
  • Collaborate with other department directors to deliver training programs, employee feedback and compliance
  • Ensure employees' adherence to company policies and procedures
  • Oversee the coordination and implementation of annual performance reviews.
  • Work with senior management to resolve employee relations issues pragmatically.
  • Investigate employee relations issues and work to ensure HR-related decisions are consistent and fair.
  • Performs other duties as required or given from the immediate supervisor.

Terms of employment: This is a full-time permanent position with three (3) months of probation period.

Job Requirements

Academic Qualifications

  • BA or MA degree in Human Resources, or Management discipline, or equivalent combination of education and experience.

Relevant Work Experiences

  • Minimum of 12 years relevant experience in the field of Human Resources & Admin for BA.
  • Minimum of 8 years relevant experience for MA.
  • A minimum of 7 years at the senior or middle management levels.

Required Skills and Competencies

  • Strong familiarity with country specific laws and regulations governing human resources.
  • Interpersonal skills to effectively manage, interact, negotiate, and communicate with employees.
  • Determination and perseverance to lead the teams and oversee all organization’s operations.
  • Strong problem-solving, conflict management and decision-making skills that ensure successful human resources management.
  • Time management skills to handle multiple projects simultaneously and prioritize accordingly.
  • Strong written communication skills to maintain large amounts of data and excellent reporting
  • Knowledge and ability to communicate company policies and enforce decisions within their authority.
  • Emotional intelligence and the ability to counsel, motivate, and guide employees and managers of other departments to accomplish an organization's goals and objectives.
  • Strong understanding of confidentiality as it relates to Human Resources.
  • Proficient to use MS Offices and experience of Oracle HR database management system will be an asset.
