Job Description

The Operations Manager provides leadership, support, and oversight of all operations-related activities in the Samaritan’s Purse Ethiopia, Tigray field office. Ensures effective and efficient implementation of programs by leading a quality team of operations specialists. Areas of responsibilities include overseeing procurement, storage, inventory, fleet management, communication, facilities improvement, assigned programming activities and the associated budgets with each of these areas, and collaborating directly with the Area Coordinator and Country Office senior leadership (especially the Senior Operations Manager) on the development of strategies to enhance the value and cost-effectiveness of all outcomes within the functional area of operations.

Job Requirements

ESSENTIAL DUTIES AND RESPONSIBILITIES

  1. Maintains a personal, active relationship with Jesus Christ and is a consistent witness for Jesus Christ.
  2. Ensures efficiency with the highest standard of integrity and provides support in the achievement of program objectives through maintenance and improvement of project procurement systems, processes, and procedures.
  3. Manages and directs the logistics department to ensure a complete warehousing system is established and followed at all facilities.
  4. Provides leadership to logistics department as they oversee Information Technology Services, ensuring quality service and hardware provision to all staff at all work sites.
  5. Develops, trains, and ensures compliance of all staff on the complete Samaritan’s Purse procurement policy.
  6. Understands Samaritan’s Purse financial and budgeting systems in order to effectively supervise the implementation of operational budgets.
  7. Mentors and trains all staff in operations and ensures that they follow policy.
  8. Regularly visits all bases to ensure operations comply with set operational protocols and that logistics are fully supporting Tigray project efforts.
  9. Enforces and upholds donor and Samaritan’s Purse regulations for procurement and best practices for operations.
  10. Enforces procedures regarding contracted service and provides frequent evaluation of current contracted services for cost effectiveness.
  11. Closely monitors operational expenses, anticipates significant changes, and keep Area Coordinator informed as needed.
  12. Maintains network and awareness of local and national laws and ensures organizational adherence along with the Area Coordinator.
  13. Follows policies and procedures of Samaritan’s Purse as set forth in the Policy Manual.
  14. Attends daily morning devotions and participates in prayer support for the ministry, donors, and volunteers.
  15. Maintains a strong Christian witness to colleagues, vendors, charitable beneficiaries, and the general public.
  16. Other duties may be assigned that are not specifically identified within the content of the job description.

VI. SUPERVISORY RESPONSIBILITIES

Directly supervises supervisory employees. Carries out supervisory responsibilities in accordance with Samaritan’s Purse policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

EDUCATION and/or EXPERIENCE

  • Bachelor's degree (B.A.) from four-year college or university in Logistics/Transportation Management and one (1) to two (2) years related experience and/or training; or equivalent combination of education and experience in project management, business administration, public administration, logistics, supply chain management, communications or related field.
  • Previous experience working overseas is required. Experience in cross-cultural team leadership, including managing multiple programs and large diverse teams, is strongly preferred. Twelve credit house of college-level Biblical studies is strongly preferred.

The noise level in the work environment is usually moderate but employee may be exposed to loud noises around maintenance and construction worksites. May travel in country with exposure to communicable diseases, hot and humid weather conditions. Work may be performed in a security context that is fluid. May be required to travel and work in difficult conditions and under pressure.
