Job Description

Scope: 

Since March 2006, the International Rescue Committee (IRC) has been working with refugees and service providers to understand the causes of gender based violence (GBV) and to support individuals who suffered from such abuse. The goal of the GBV Program is to minimize the consequences of violence against women by providing quality case management for survivors and to build the capacity of service providers and the community to prevent and respond to issues of gender-based violence. In the Somali region the GBV program operates in three refugee camps—Kebri Beyah, Teferi Ber (Aw Barre), and Sheder.

Job Summary:

Under the supervision of the CWI Manager, the Senior Officer will provide technical support and oversight to the development and implementation of response and prevention-related programming in the three refugee camps. This position provides mentorship and capacity building to GBV Response and Prevention Officers, supports reporting and monitoring and evaluation mechanisms, enhances GBV collaboration and relationships among partners, and leads trainings as necessary. This person will promote GBV guiding principles and survivor-centered perspectives in thoughtful and creative ways throughout program activities and among coordinating partners in the protection, health, legal, and psychosocial sectors.  

Responsibilities:

  • Provide technical support and oversight in response and prevention programming
  • Write donor reports and proposals, as well as collect and review reports from GBV field staff in a timely manner
  • Help to increase overall quality and effectiveness of GBV programming and activities
  • Build and maintain relationships with partner agencies and coordination at the Jijiga and field level
  • Mentor and build capacity of GBV field staff to prevent and respond to GBV
  • Write and revise manuals, policies, and protocols
  • Facilitate meetings, trainings, and workshops as necessary
  • Develop, manage, and implement training and support of local community project, as needed
  • Other responsibilities as needed

Job Requirements

  • 2 years’ experience Bachelor's degree in Social Work, Public Health, Nursing, Women’s Studies or related field.
  • Fluency in English and Somali, including ability to clearly communicate in both languages
  • Strong English writing skills necessary for written and verbal presentations
  • Amharic language proficiency preferred
  • Clear understanding of gender, human rights, and issues surrounding violence against women and girls
  • Experience working in and leading GBV programming preferred
  • Familiar with the Somali community and refugee issues
  • Positive and professional attitude, able to organize, meet deadlines, maintain composure, prioritize work under pressure, coordinate multiple tasks and maintain attention to details
  • Experience in counseling, facilitating trainings and workshops, and responding to GBV or psychosocial-type cases
  • Ability to think creatively, naturally works well in a team and brings people together, comfortable attending and facilitating meetings and representing gender issues
  • Demonstrated commitment to ending violence against women and girls
  • Computer literate in PowerPoint, Excel, and Word programs
