Job Description

Job Title: Roving Protection Officer - Emergency

Reports to: Emergency Project Manager

Required Number : 2(Two)

Supervises: N/A             

Job Based at: Addis Ababa and all field offices

Duration and type of contract: 7 months

Job Purpose Summary

The Protection officers will be responsible for overall implementation of Protection Activities under direct supervision of the Emergency Manager and in close collaboration with Emergency Colleagues, Protection consortium members, CC Specialist/Advisor and relevant support staff. The Protection officer will provide capacity building training for program staff on protection monitoring, develop and disseminate protection monitoring reports, lead on development of protection referral pathways and to ensure project objectives are achieved in line with strategy, proposals and plans.

Generic Responsibilities 

  • Ensure adherence with NRC policies, tools, handbooks and guidelines
  • Implement delegated CC project portfolio according to plan of action
  • Prepare and develop status reports as required by management
  • Ensure proper filing of documents
  • Ensure that projects target beneficiaries most in need, and explore and asses new and better ways to assist
  • Promote and share ideas for technical improvement

Technical responsibilities

  • Implement assigned protection activities in line with international standards and best practices
  • Plan, implement and monitor day-to-day protection activities as part of Protection commitment in projects
  • Conduct protection and gender assessments
  • Undertake Community-level protection monitoring program IDPs and Host Communities)
  • Ensure the provision of effective protection services and referrals 
  • Provide staff training on protection monitoring as well as case management and referral pathways
  • Develop user-friendly referral pathways for all actors working with displacement affected communities
  • Develop protection monitoring tools 
  • Develop and disseminate Protection monitoring reports to external stakeholders to inform protection programming in displacement areas within the country
  • Development of information sharing and data protection protocols in collaboration with relevant coordination forums
  • Undertake location specific mapping of service providers in different IDP and host communities
  • Any other tasks assigned by the Emergency Response Manager and Protection CC Specialist for overall management, supervision, monitoring and evaluation of the program.   

Project Monitoring and Evaluation: 

  • Monitor protection trends and needs in NRC’s areas of intervention and recommend activities and responses for NRC’s
  • Analyze disaggregated protection related data as a means to inform programming and response activities. 
  • Regularly monitor the project’s protection activities and provide feedback for ensuring activities are responsive, and contextually and culturally appropriate. 
  • Assisting in developing and conducting assessments, mid-term and end of project reports and evaluations. 

Report Writing and Documentation 

  • Support in the development of daily, weekly and monthly reports. 
  • Ensure proper documentation of all project activities including means of verification, assessments and case studies. 
  • Contribute to the development of project proposal and concept notes

Job Requirements

Competencies 

Competencies are important in order for the employee and the organization to deliver desired results. They are relevant for all staff and are divided into the following two categories:

  • Professional competencies
  • University degree in law, sociology, social work, public health, international development from a recognized institution. 
  • Minimum of 4 years’ experience in in the field of humanitarian response and refugee/IDP protection working for an international NGO, UN agency or relevant ministry or local authority
  • Good knowledge of English both written and spoken 
  • Documented results related to the position’s responsibilities
  • A firm grounding in program activity Monitoring and Evaluation,
  • Strong proposal and project report-writing and team building experience and skills

Context/ Specific skills, knowledge and experience:

  • Knowledge of the protection context (gaps and needs) in the country
  • Stress resilient, team oriented, oral communication, structured and result oriented;
  • Flexible and with ability to take initiative and inspire others
  • Ability to work both independently and as a team
  • Manage performance to optimize results
  • Knowledge of other Ethiopian language is an asset
