Term of Reference for solid west management

Description: Strengthening the Jigjiga City Administration Waste management and beautification Agency through Waste Management infrastructure development.

Background

Mercy Corps, in partnership with the Danish Refugee Council (DRC), is implementing the 44-month, ‘Strengthened Socio-Economic Development and Better Employment Opportunities for Refugees and Host Communities (STEDE) in the Jigjiga Area’ Action (“action”). The action aims to improve employment and livelihood opportunities for up to 54,000 vulnerable refugee and host communities in Fafan Zone which hosts about thirty-six thousand refugees in the three camps of Awbarre, Sheder and Kabribeyah towns.

The project conducted a labour market assessment, and Waste Management is one of the identified markets areas with opportunities to improve the overall system while creating Jobs. MC is currently working with Jijiga City administration on improvement of solid waste management system. There are capacity challenges for the actors involved in this market including the cooperatives, the recycling agent and the government agency (which is responsible for the regulation and coordination of the market actors). To this end, clear policy which guides the waste management system, in line with the regional and federal level policies is required.

Objectives

The overarching objective of this assignment is to identify the main bottlenecks and capacity challenges for Jigjiga City administration and actors in the waste management market and design possible road map to efficiency of the service and

The specific objectives are: -

  1. Assess the current capacity of the Jijiga city administration to deliver appropriate service and support for other market actors
  2. Assess the enabling environment to entertain the private sector (e.g Private and cooperatives) involvement in waste collection
  3. Analysis on waste management infrastructural development requirements which is private sector sensitive

Objective 1: Assess the current capacity of the Jijiga city administration to deliver appropriate service and support for other market actors (Waste collection cooperatives and other private actors) 

The city administration is responsible to the overall regulators framework and structure of the waste management business in the city. However, the capacity and structural challenges need to be identifies especially on how to align it with the vision of the City, Regional and the federal structures. The capacity assessment need to capture the human, technical and capital constraints that contributes for the inefficient service provideded.by the administration.

Here are the potential activities 

  • Review City Administration existing strategic goals and objectives, and assess performance to-date;
  • Identify challenges with the City administration in the delivery of efficient waste management system;
  • Scan the Ethiopian market, and clearly provide justifications for City administration to transform the waste management sector to a modern and efficient system by analyzing similar existing local and international experiences;

Objective 2: Assess the enabling environment to entertain the private sector (e.g Private and cooperatives) involvement in waste collection

There are private sector actors like cooperatives and Micro enterprises that are active in the waste collection, sorting, transporting, processing, recycling and disposal of waste (composting and landfilling) in the Jijiga city. The consultancy need to evaluate the existing / non existing enabling environment that can increase participations of these actors through various means like the establishment of public private partnership. It also need to identify opportunities/ challenges for the informal waste collectors and the small and medium enterprises to participate in the Urban waste management sector at various points in the value chains

Objective 3: Analysis on waste management infrastructural development requirements which is private sector sensitive

The consultancy needs to identify the appropriate waste management infrastructure and come up with a clear roadmap for Improvement of the waste management and beautification infrastructure development (physical infrastructure; equipment’s, technological and ICT including GIS mapping) on waste management: from Waste collection; segregation, storage, to final transfer to facilities.

The proposed activities need to consider the need of the private sector and better enabling environment for them to engage in the waste management and beautification sector. The recommendation should support innovative ideas and pro-private sector ideas in the sector of waste Management and beautification.

Generally, the assessment should describe all the appropriate modern waste management infrastructure requirements of the modern City to ensure a successful transformation, and come up with clear roadmap with timeframe and budget for all actions recommended.

The assignment is to start as a thin slice/pilot in Kabale two and three then scaled up to the other parts of the city in line with the modern city plans to Promote efficient waste management and beautification hence give more clear details on the infrastructure needs for the two kabales. 

The plan should be based on an assessment of Jigjiga City waste and beautification agency’s readiness to transform, reflecting the Agency’s current capacity and the external environment, and describe what needs to be done to develop the agency’s capacity as it transforms 

Consultant Activities:

The Consultant will:

  • ]Review regional and federal level solid waste management infrastructure framework and other related documented frameworks , and propose new infrastructure , guidelines or relevant changes.
  • ]Review the current private sector incentives to participate in Waste management in others parts of the country so as to come up with the best practices that is appropriate
  • ]Review the appropriate institutional Capacity requirements to ensure efficiency in waste management and beautification sector from other parts of the country.
  • ]Under an institutional capacity assessment and document the current status on matters Waste Management and beautification in Jigjiga city: From Policy level, Human resource capacity to investments, the visioning for the City from the city, sub city to Kabale level.

Consultant Deliverables:

  • Design Waste Management and beautification infrastructure development road map (5 years) for the modern City of Jigjiga (encouraging use of local available materials including waste reuse/recycling and encourage innovation and use of modern technology.)
  • Design a more detailed waste Management and beautification infrastructure needs for the Kabale two and three with an intention to pilot and scale up. (this should include the physical infrastructure; equipment’s, technological and ICT including GIS mapping among others)
  • Recommend incentives/ actions that will ensure an enabling environment for private sector to engage in waste management and beautification sector including the informal waste collectors and the small and medium enterprises to participate in the Urban waste management sector at various points in the value chains.
  • Identify potential areas of partnership on waste management and beautification between the city administration and other development partners like Mercy corps, DRC and other private actors that has the great potential of creating decent sustainable job for the local communities. (to be Co-financed with the City government). 

Note: every action should be developed with an intention to create between 3,000 to 5,000 decent and sustainable jobs in the sector both from public and private sector.

Timeframe:

This consultancy should be completed within two months, beginning in early June. The consultant(s) should propose a detailed work plan including the Level of Effort (# of days) required to complete each task in the Scope of Work.  

Job Requirements

Required Experience & Skills:

The ideal consultant will have the following experience and skills:

  • At least seven years demonstrated leadership in strategic Urban cities development experience; business development modelling. (30%)
  • The consultancy must have a personnel with the required expertise: with advanced degree in Urban development , environmental health, or any other relevant discipline. (15%)
  • Solid experienced in project management, development and facilitation of planning sessions with senior leaders, directors and management. (20%)
  • The Consultant shall be required to provide the curriculum vitae for all experts referred to in the consultancy as part of their tender. (10%)
  • Demonstration of knowledge and familiarity with the site and its region and the country; (5%)
  • A proven record of delivering projects within the planned time schedule and cost estimates. (5%)
  • English fluency required. (5%)
  • Somali and Amharic language skills are a strong added advantage for some of the experts. (5%)
  • Previous experience in similar works will be a great advantage. (5%)
