Job Description

Dan Church Aid (DCA) DCA is a Danish Humanitarian and Development organization working to assist and empower people affected by poverty and disasters to live a life in dignity. In Ethiopia, DCA’s area of works include humanitarian response, food security, Resilience building of vulnerable community members and Gender and capacity building of civil society organizations.

DCA Ethiopia is looking for a competent Roving Humanitarian Program Officer to join Addis based DCA Humanitarian team.

Overall Job purpose

The Roving Humanitarian Program Officer (RHPO), under the supervision of DCA Humanitarian Program Manager, will provide technical and operational oversight on DCA Ethiopia humanitarian works to be executed in a timely and quality manner in line with DCA’s standard operating procedures and donor’s requirement. The RHPO is responsible for identifying needs and resources and bringing technical and operational recommendations for the development of humanitarian response programs to DCA Ethiopia. The RHPO will play a key role in providing technical support, conducting trainings for emergency response coordinators, field officers and market facilitators and follow-up the project preparation, and implementation processes of humanitarian response activities in DCA operational areas through conducting frequent field supervision and monitoring. The RHPO will actively involve in DCA humanitarian program design, cultivating innovate ideas, concept note preparation, proposal development, and report writing.

Key Duties & Responsibilities 

  • Provide filed level support for DCA Ethiopia humanitarian response program across the country’s intervention areas.
  • Monitor the technical status of DCA Ethiopia humanitarian program implementation to ensure high quality and timely delivery of program activities through conducting regular site visits.
  • Provide technical support for the development and continuous revision of the Program/Project Detailed Implementation Plan (DIP) and related working documents.
  • Ensure the humanitarian program interventions are in line with the DCA and relevant donors’ compliance, policies, and regulations.
  • Support DCA Ethiopia Humanitarian Unit in the development of high-quality concepts notes and proposals linked the country’s humanitarian and development strategies’ and national polices.
  • As a member of core DCA Ethiopia Humanitarian team, play a technical role, in collaboration with field level program staffs and other stakeholders’ in conducting multi- sectoral assessments, baseline, end line survey and ensure assessment findings are used, shared, and documented.
  • Support to provide technical leadership for Cash Assistance Programming including Fresh Food Voucher interventions
  • Contribute in DCA contingency preparation and response plan
  • Collaborate with the DCA Humanitarian team, Field Office Coordinator and HR Department to ensure that technical staffing and structure needs for humanitarian programs are met.
  • Provide support to Field Office management gap filling when deemed necessary up on the request from immediate supervisor.
  • Support to produce high quality program reports for DCA, Donors and other stakeholders to submit within agreed reporting schedules.
  • Contribute on revision of field office reports and checking them in line with DCA internal compliance and external donor requirements.
  • Organize and deliver need-based trainings and capacity building plans to develop the technical competencies of DCA humanitarian program staffs when deemed necessary and up on immediate supervisor
  • Coach and mentor and ensure the technical capacities field staffs and implementing partner agencies capacity is enhanced to implement according to the DCA Ethiopia policies and response strategies.
  • Represent DCA Ethiopia Humanitarian Unit at various technical forms and meetings including Cash Working Groups with the guidance of the Humanitarian Program Manager
  • Support to develop and maintain good working relationships with DCA staffs, local authorities, local and internal organizations as well as technical focal points who have been involved in humanitarian response intervention in collaboration with DCA
  • Participate in regular donor mapping and support the team to ensure Donor visibility requirements are addressed for each humanitarian projects.
  • Perform other technical and managerial duties assigned by line manager.

Job Requirements

Required Job Qualifications (Education, Skill and Experience)

  • Master of Science (MSC) with 5 years or Bachelor of Science Degree (BSC) with 8 years of experience having education background in Development Studies, Agriculture, Food Security, Rural Livelihoods, Disaster Risk Management, Economics, and related disciplines
  • Highly experienced in consortium management, refugee, IDPs and hosting community context understanding
  • Good Knowledge of Ethiopian humanitarian operations and emergency recovery interventions
  • Good knowledge on SPHERE and other humanitarian protocols and standards
  • Experience working with INGOs and/or humanitarian agencies
  • Excellent communication and organization skills
  • Ability to work both independently and in a team
  • Excellent technical skill in humanitarian needs assessment, analysis, monitoring, reporting and presentation
  • Good report writing skills in English and computer skills in MS Outlook, Word, Excel, and PowerPoint
