CST Ethiopia represents the overseas development and humanitarian agencies of the Catholic Church from England and Wales (CAFOD), Scotland (SCIAF), and Ireland (Trócaire) in Ethiopia. The three agencies have over 40 years’ of experience in international development and humanitarian response and are each members of worldwide networks, including Caritas Internationalis. Currently, the three agencies jointly operate a single, integrated country program in Ethiopia through the legal entity CST Ethiopia.As a partnership organization committed to the localization agenda, CST Ethiopia works with a multitude of diverse partners, both secular and faith-based, as well as local, national, international and non-traditional partners in their scope.
Currently, CST Ethiopia is implementing a Resilient Communities Program that comprises Humanitarian preparedness, response, and recovery, together with long-term development programs. Humanitarian response to the current Tigray crisis are among the humanitarian response intervention that CST is facilitating. For the Tigray response , the Adigrat Diocece Catholic Secretariat is the key local partner for CST and many Catholic and Caritas agencies. The senior Humanitarian advisor – partner accompanier role will provide support to ADCS humanitarian response program in the delivery of effective, efficient, and timely humanitarian response interventions for needy communities with whom we work. In addition to supporting the delivery, oversite, monitoring and reporting of humanitarian interventions, the senior humanitarian advisor – partner accompanier will support the capacity development of ADCS.

Scope of Role
The senior humanitarian advisor – partner accompanier role will be a key position with CST to provide and ensure quality humanitarian response by our partner ADCS to the current Tigray crisis. As an accompanier, the position will be seconded to ADCS reporting to the Diocesian director (task manager) and line managed by CST head of programs. As a senior humanitarian professional, the post will be an advisor to ADCS executive committee and member of ADCS emergency response team (ERT) and other management structure to provide strategic and operation guidance.

Key Duties & Responsibilities
General humanitarian response management
- Support ADCS Emergency response team (ERT), Programs department and planning department in the design and implementation of principled, needs-based humanitarian response programs.
- Support the implementation of, and adherence to, programmatic and organization-wide, systems and procedures for ensuring good practice to meet sectoral standards in humanitarian protection, accountability and program quality. These standards include but are not limited to; the Code of Conduct for the International Red Cross and Red Crescent Movement and Non-Governmental Organizations (NGOs) in Disaster Relief, the Sphere Humanitarian Charter and Minimum Standards in Disaster Response, the Good Enough Guide to Impact and Accountability in Emergencies
- Promote an approach that pays particular attention to accountability to communities as well as to donors and other key stakeholders and is informed by the Core Humanitarian Standards and Catholic social teaching principles. The task will include but is not limited to establishment of effective feedback and compliant mechanisms (FCHM).
- Collaborate with other staff in the monitoring and analysis of emerging and ongoing humanitarian needs, including consideration of contextual and strategic considerations, to enhance both the quality of ADCS response and to drive relevant advocacy work through engagement with relevant cluster coordination platform and CI MOs.
- Collaborate with the Planning and monitoring department, and programs department to continue the development and streamlining of Monitoring and Evaluation tools and quality assurance mechanisms specific to ADCS project as per best practices in the sector and donor requirements.
Resource mobilization and project development
- Support planning department on the development and submission of high-quality funding proposals humanitarian programs.
- Provide technical review of proposals ensuring donor requirements and approaches are considered and proposals are in line with humanitarian technical standards.
- Support project teams in their oversight and monitoring of humanitarian grant implementation, undertaking field monitoring, coordinating internal reviews and learning exercises when required.
Capacity building
- Identify ADCS humanitarian capacity gaps, both in terms of staffing skill and system, and develop capacity building plan in coordination with ADCS management and CI MOs.
- Facilitate tailored and need based capacity building in selected areas through formal training and on job accompaniment; and facilitate one to one induction with new staff. Training areas may include but are not limitted to Sphere minimum standards, safe programming, Do no harm and humanitarian principles, conflict sensitivity, M&E.
- Work with the relevant managers to ensure organization systems (HR, Finance, supply chain, cash standard operating procedure (SOP) are fit for purpose and adapt according to expected standard.
Coordination, networking, and information sharing
- Initiate internal coordination and humanitarian information sharing mechanisms to create awareness and facilitate the collaboration between different departments.
- Support ADCS management to effectively engage in relevant coordination mechanisms at regional level, through production 5Ws and direct representation as assigned by the ADCS director.
- Support the ADCS emergency coordinator in the development of sitreps and updates to be shared with CI Mos and other relevant actors on a timely and regular basis
Other
- Undertake any and all other duties as may be assigned by ADCS Director or Executive coordinator that are consistent with the nature of the job, its level of responsibility and requirements of the ADCS humanitarian program

- Project Management Qualification
Experience
- Minimum of five years of relevant experience in Humanitarian relief and recovery programming.
- Robust experiences in the areas of conflict analysis, early warning, emergency preparedness and response.
- Demonstrated knowledge of key humanitarian standards including Sphere, CHS, HAP, LEGS and Good Enough Guide
- Demonstrated experience of mainstreaming including gender, Safeguarding, Protection and accountability
- Experience working in a partnership led NGO
- Practical experience of monitoring and managing budgets
- Experience working in conflict zone, IDP settlements, urban emergency response and agrarian context,
- Knowledge and skill on emergency response projects writeup and reports
- Experience to develop post war rehabilitation programs/projects
- Fluency in written and spoken English
