Job Description

Amref Health Africa is an African-led international health development organization headquartered in Nairobi, Kenya. Founded in 1957 as the Flying Doctors of East Africa to bring critical health services to remote communities, Amref Health Africa envision to bringing lasting health change for African and currently operating in more than 30 countries across the continent. With a focus on women and children, the organization strives to overcome the most critical health challenges facing the continent: maternal and child health, HIV & TB, malaria, water and sanitation and health systems strengthening. Amref Health Africa in Ethiopia has been operating in Ethiopia since 2002 in close collaboration with the Federal Ministry of Health and other sector offices. It has been implementing variety of projects in maternal, neonatal and child health, reproductive health, health systems strengthening, health workforce development, water and sanitation, HIV/AIDS and non-communicable diseases across the country, supported by a wide range of multilateral and bilateral donors, corporates and foundations.  

Amref Health Africa would like to recruit one HIV/PMTCT Program Officers based in Gambella with frequent travel within the regional state to health facilities and health posts/communities. The HIV/PMTCT Program Officer will report to the Regional Manager.

Job Purpose:

Amref Health Africa is looking for self-initiated, motivated, and well experienced public health personnel in HIV/PMTCT to complement its USAID Transform: Health in Developing Regions Activity/Project with the overall goal of reduction of mother-to-child transmission of HIV. The PMTCT program officer will be responsible as a lead and point of contact person in all matters related to PMTCT activities under this project.

Key Accountabilities:

 Technical support and oversight:

  • Provide general technical support in HIV/PMTCT related activities, by engaging with regional and woreda health offices and health facilities within USAID Transform HDR operation woredas,
  • Coordinate with other Transform-HDR technical teams to reduce maternal and child morbidity and mortality due to HIV,
  • Work closely with other organizations implementing HIV projects within the region and collaborate with to coordinated efforts for higher impacts,
  • Work with woreda and regional health offices and health facilities to build the capacities of health facilities to provide uninterrupted HIV testing and counseling service during ANC, labor/deliveries and PNC period,
  • Work closely with the RHB, health facilities and communities to improve for HIV EID, proper and timely collection of DBS samples from target infants and transportation, referral and tracking lost to follow up,
  • Work with Regional Reference Laboratories to ensure periodic EQA for HIV/PMTCT laboratory tests,
  • Work closely with the regional EPSA, and RHB/WoHOs to ensure uninterrupted HIV testing kits and ARV drug supplies for PMTCT services,
  • Coordinate scheduled supportive supervisions with the regional reference laboratories to ensure HIV/PMTCT diagnostics quality at health facilities (QA),
  • Identify and support community structures like women support group and Pregnant women conference to increase awareness on HIV/PMTCT and stigma/discrimination,
  • Work with community volunteers and other relevant structures within communities to register and refer pregnant mother for ANC –HIV testing, HIV EID and ART, and also improve adherence by tracking lost to follow up,
  • Represent Amref at regional HIV/PMTCT technical committees and other meetings as deemed necessary,
  • Work with Monitoring and Evaluation teams of USAID Transform HDR to make sure HIV/PMTCT related data are collected and reported timely, and ensure data quality as well,
  • Ensure that activity data and lessons are collated, analyzed, interpreted and used to inform programmatic decisions,
  • Identify and document best practices for program learning and dissemination,
  • Act as an organizational resource point for relevant technical issues related to HIV/PMTCT, and
  • S/he will carry out other relevant tasks as needed

Job Requirements

Qualifications and Experience:

Essential:

  • Bachelor’s degree or higher in Nursing, Health officer or related. Master’s degree in Public health is an advantage.
  • At least 5 years working experience in HIV/PMTCT and public health,
  • Good knowledge of MNCH programs with up to date knowledge of Ethiopian HIV/AIDS Prevention and Control Program
  • Experience with Facility and community based HIV/PMTCT interventions.
  • Previous experience in organizing standard HIV/PMTCT related trainings
  • Training in HIV/PMTCT required,
  • Experience in working in the developing regional states desired
  • Knowledge of at least one local language is an advantage.
