Job Description

Purpose of the position:

The purpose of this position is to support senior leadership with embedding a risk-aware culture within the organisation and provide ongoing support for the offices Enterprise Risk Management (ERM) programme, in alignment with the WVI Enterprise Risk Management Framework and Partnership Policy on ERM

Major Responsibilities:

WVI ERM Framework and ERM Policy Management

  •  Review and update the contextualized WVI ERM Framework and Policy in a manner that is commensurate with the size, complexity and risk profile of the Office;
  •  Facilitate operationalization of the risk appetite statement and annual review of the risk limits;
  • Evaluate existing risk governance structure and recommend changes where required e.g. establishment of management risk committee or integrating ERM into existing management activities etc.;
  • In consultation with management, assess the risk maturity of the Office at least annually and identify opportunities for improvement; and
  • Prepare an annual work plan and budget for cross-functional risk management activities. These activities should be aligned with organizational objectives and priorities.

Risk Register Updates

  • Review and update the contextualized WVI ERM Framework and Policy in a manner that is commensurate with the size, complexity and risk profile of the Office;
  •  Facilitate operationalization of the risk appetite statement and annual review of the risk limits;
  • Evaluate existing risk governance structure and recommend changes where required e.g. establishment of management risk committee or integrating ERM into existing management activities etc.;
  • In consultation with management, assess the risk maturity of the Office at least annually and identify opportunities for improvement; and
  • Prepare an annual work plan and budget for cross-functional risk management activities. These activities should be aligned with organisational objectives and priorities.

Risk Reporting and Escalation

  • Compile risk information from Riskonnect and conduct comparative analysis with incident data and other sources of risk data (e.g. context analyses, reviews etc.) for a holistic view of the Offices risk profile;
  • Document and ensure communication of key risks to senior leadership, the regional risk prime, and any local Board or Advisory Council reports at the direction of management; 
  • Maintain regular contact with the Regional Risk Prime to escalate (in consultation with senior management) any significant risks and/or request needed support to ensure an effective ERM programme is operating in the office; and Provide regular updates to the senior management on progress of implementation of action plans for key risks.

 Training and Capacity Building

  • Facilitate training and support the management in using relevant risk management systems and tools;
  • Build a risk aware culture that promotes risk based decision making;
  • Facilitate Capacity building sessions for board/advisory council (where this exists), senior leadership, management risk committees and staff on ERM principles and practices.
  • Monitor the implementation of action plans from capacity building sessions for return of investment

ERM Software (Riskonnect) Support

  •  Keep track of Riskonnect user licenses and communicate with GC ERM department indicating number of Riskonnect licenses to be acquired and charged back to the Office; and
  • Provide training for Riskonnect users and Risk Intake Portal users and carry out periodic refresher courses.

Policy Compliance

  • Ensuring that WV Ethiopia complies with all WV Global Center, WV Ethiopia local, external regulatory and donor policies and regulations;
  • Ensures WVE understands and complies with donors grant requirements both during funding acquisitions and implementation and reporting as well as programmatic and financial management;
  • Ensure, likewise, national and local partners (like sub-grantee) working with WVE have prudent policies in place complying with WV GC policies and donors polices and requirements;
  • Ensure government statutory and legal regulations requirements are adhered to and managed using the risk register;
  • Monitors other various specific risks such as noncompliance with applicable laws and regulations, Financial and other organizational policies;

Risk Management and Compliance.

  •  Support the Finance Director to ensure that updated policies are in place to facilitate Field Finance operations;
  • Risk Management Training and antifraud policy at Clusters Offices;
  •  Work closely with Internal auditor and IPH committee, WV Ethiopia Attorney/legal advisor, Insurance, Security Officers, Financial Analysts and anybody investigating any incidences that may result to loss of WV Ethiopia assets, support the recovery of lost assets and communicate deterrent Measures E.g. Recovery of assets from ex-staff related party organizations and vendors, recover from local and Global insurance;
  •  Coordinate special assignments and investigations at the request of the IPH committee and National Director, including but not limited to following up of, Anonymous reports, whistle blowers, leads from Financial Review Reports and bring it to the level of the Integrity and Protection Hotline (IPH) Committee to undertake comprehensive investigation in line with WVI Investigation Protocols;
  • Facilitates or Coordinates Quarterly ERM/FAR Committee Meetings, provides secretarial support to the committee and ensures that action items are followed up and implemented; and
  •  Working closely with the Regional/CPO Risk Management committees to ensure Rollout of Risk Management Programs throughout CPOs and APs

Job Requirements

KNOWLEDGE/QUALIFICATIONS FOR THE ROLE

  • At least 3 years working in a risk management function or closely related role.
  •   Technical expertise on comprehensive risk management methodologies (including but not limited to financial and other resource, programmes implementation, governance, communication, strategic, partnership, grants acquisition and management, advocacy, child protection and all other areas of potential organizational risks);
  • Strategic thinker with strong influencing skills and exceptional professional credibility;
  • Demonstrate pro-activeness, flexibility and creativity;
  • Proven ability to collaborate effectively across all functions/departments and levels of the organization and maintain strong and positive working relationships;
  • Strong analytical skills with ability to gather, analyze, and evaluate information and prepare concise written reports;
  • Strong communication skills (spoken and written);
  •  Good planning and organizing skills; and
  • Ability to learn ERM customized software solutions and provide user training and support as needed.

Required Education, training, license, registration, and certification

  • Master’s Degree in relevant disciplines to organizational risk management;
