General Background of Project or Assignment
UNHCR Ethiopia country operation’s PSEA Strategy is aligned with the UNHCR Strategy and Action Plan for Tackling Sexual Exploitation and Abuse and Sexual Harassment[1] (2020 – 2022). It is also aligned to the Ethiopia UN inter-agency PSEA strategy, for which the overall vision is that the humanitarian and development communities treat people we are here to serve with dignity and respect and send a strong message that there is no place for sexual exploitation and abuse in the delivery of humanitarian or development assistance. The UN and its partners in Ethiopia have a zero-tolerance policy on all aspects of sexual exploitation and abuse (SEA). UNHCR Ethiopia affirms its commitment of all staff, affiliated workforce and partners in Ethiopia to actively prevent and respond to incidents of SEA by staff and affiliate workforce. It is not acceptable for any person in a position of power to abuse their authority under any circumstances and especially against persons with specific needs of concern to the humanitarian and development community, including refugees, asylum seekers and internally displaced persons (IDPs). Acts of SEA undermine the credibility of the UN and its partners and breaches the principle of Do No Harm. At the end of 2020 UNHCR Ethiopia had 51 partners across the operation.
In fulfillment of the objectives of the Strategy to “Equip and empower UNHCR and partner personnel to prevent, identify and respond to sexual misconduct” and “Uphold organizational accountability in tackling sexual misconduct”, UNHCR has rolled out United Nations Partner PSEA Capacity Assessment (Harmonized Implementation Tool, dated September 2020) in its selection and retention of partners.
The UNHCR Project Partnership Agreement (PPA) includes terms and obligations of all parties regarding protection against SEA. UNHCR’s PPA has been aligned to the UN Protocol on allegations of Sexual Exploitation and Abuse involving Implementing Partners (UN Protocol), which establishes that UN agencies may not partner with entities that fail to address SEA through appropriate preventive, investigative and corrective measures, as required by the 2003 Secretary General’s Bulletin (ST/SGBV/2003/13).

Overall purpose and Scope of Assignment:

Training:
To support the launch of the new procedures, actively promote and support offices with the use of the “Saying NO to Sexual Misconduct” inter-agency partner training package, conduct webinars or trainings as required and develop a tool kit to support offices in conducting the assessment (booklet, factsheets and model code of conduct).
Some in person trainings will be conducted in Addis Ababa and the respective field locations. The consultant will be expected to ccomplete a report of each training event, including list of pparticipants with relevant details of their organization, position and contact details.
Reinforce PSEA mechanism for Partners:
