Follow-up Assessment for Verification of Implementation of Partners' Plan of Action on the Pre-funding Financial Assessment (PFA) Recommendations

Background of Financing Agency (BftW)

Bread for the World (BftW) is an international development agency owned by the Protestant Churches in Germany based in Berlin. One of its regional offices in Addis Ababa, Ethiopia, registered as an international NGO with the Federal Republic of Ethiopia Agency of the Civil Society Organization, registration number 1295. BftW works through various faith-based and secular civil society partners worldwide with whom they share similar values. The Horn of Africa Regional Office (RO) works with partners in Ethiopia, Eritrea, Somalia, South Sudan, and Sudan. The main thematic areas of BftW are (1) new poverty and hunger crises, (2) Climate Change, (3) violence, fragility, (4) women's right and empowerment, and (5) digital change.

BftW would like to invite interested audit or financial consultancy firms to verify financial assessments for its partners.

Follow-up/Verification of the Implementation of Partners' Action Plan based on the Pre-funding Financial Assessments (PFA) recommendations for the following partners 

• Ethiopia Orthodox Church Development and Inter-Church Aid Commission (EOC/DICAC)
• Head Office (Addis Ababa) – Development Department

Visit Gonder Diocese, Mekele Diocese, and Debrebrehan Diocese

• Ethiopian Evangelical Church Mekane Yesus Development and Social Service Commission (EECMY-DASSC)
• Head Office (Addis Ababa) - Office

Visit North and Central Area Coordination Office (ACO) (AC Office & Mekele Branch Office) and South ACO (AC Office, South Central Ethiopia Branch Office, Wabe Batu Branch Office, South West Branch Office)

• Organization for Social Services, Health, and Development (OSSHD)
• Head Office (Addis Ababa)

Visit to Dire-Dawa, Hosana, Jimma, Nekemte, Gambella, and Gondar

• Wako Gutu Foundation (WGF)
• WGF (Ethiopia) – Head Office (Addis Ababa)
• Partnership for Pastoralists Development Association (PAPDA)
• PAPDA (Ethiopia) – Head Office (Addis Ababa)
• Agri Service Ethiopia (ASE)

Note: Prefunding financial assessment was carried out by the external audit firms (financial consultancy firms) end of 2019, and partners submitted their action plan based on the recommendations given by the external auditors and progress status report for the implementation of their action plans. Therefore, BftW would like to get confirmation/verification by the external audit firm whether partners have fully or partially implemented their action plans as per the given recommendations.  

Job Requirements

Minimum Qualifications:

• Language skills: English for reporting
• Renewed Business license (as Financial Consultancy or Audit Firm)
• Professional license (as Financial Consultancy or Audit Firm)
• Chartered Accountants registration certificate
• Tax Identification/Tax Payer Certificate
• Value Added Tax (VAT) Certificate
• Experience in auditing and financial consultancy of NGOs (Local and International)

Note: Minimum experience is five (5) years and above

Submission date of technical and financial proposals no later than June 18, 2021 (No Exception).

• Technical and financial proposals must be submitted separately. 
• Technical and financial proposals must be submitted separately for each partner (6).
• All interested firms are required to submit their technical proposals for each partner via e-mail at hildana.teklu@padd-africa.org and info@padd-africa.org
• Financial proposals for each partner must be submitted physically to PADD's office in a sealed envelope.
