Head of Finance at EPHI and Food Science and Nutrition Research Directorate

PURPOSE OF THE ROLE
Reporting to the Head of Finance at EPHI and Food Science and Nutrition Research Directorate is responsible for overseeing all finance and procurement activities of National Information Platform for Nutrition (NIPN) project. He will be responsible for all financial reporting to management and donors and will coordinate procurement activities ensuring all activities are in-line with EPHI and EU policies. The Senior Financial /Grant Management Specialists will be a member of the NIPN project implementing Team and will also be a member of the EPHI finance case team.
Main Duties Include:
Senior Financial /Grant Management Specialist
- Oversee the efficient and effective use of the budget from accounting platform and procurement systems.
- Monitor project and core spending against agreed budgets to identify potential project under or over-spends and liaise with the project coordinator, food science and nutrition research directorate director, and EU programs and finance staffs to recommend the required action.
- Review and submit payments for approval either to project coordinator or food science and nutrition research director or EPHI director or deputy directors general as needed.
- Ensure adherence to national and European union Finance Manual and the effective, transparent use of financial resources in compliance with policies and procedures, including the development and review of internal controls.
- Implement and maintain appropriate information systems, including the accounts/financial information maintained on the country’s accounting system.
- Ensure compliance with all local tax legislation, including employee tax deduction and statutory reporting.
- Ensure the integrity of financial records and accounting system and that all transactions are recorded.
- Support, guide and advise the food science and nutrition research director, project coordinator and finance unit on all finance, risk management, and internal control matters to ensure compliance with appropriate standards and procedures.
Budgets:
- To prepare annual project budgets for submission to donors with the support of the project coordinator, FSNR director, and EU nutrition programmers team.
Reports
- Prepare and review all monthly finance reports before submission to EU and ministry of finance and economic cooperation. This includes review of general ledger transactions, reconciliations, banking records, and any other relevant financial information.
- Prepare monthly management reports for the food science and nutrition research directorate, EPHI finance unit and NIPN project coordinator.
- Communicate directly with EPHI Finance team on finance and with EPHI procurement team procurement matters.
- Prepare donor reports and ensure they are consistent with underlying budget assumptions.
- To prepare year-end financial statements and accompanying statutory accounts and notes required for audit.
Audit:
- To liaise with audit to arrange and ensure timely completion of the year-end external audit.
- To organize any project audits as required.
Procurement:
- Ensure efficient procurement of goods and services in a transparent and fully accountable manner, ensuring compliance with financial procedures, value for money and justifiable use of funds.
- Develop and coordinate annual procurement plans in collaboration with EPHI Procurement team, and Finance team.
- Liaise with the project implementing team and other key staff to determine their product and service needs.
- Monitor business trends and product availability to pay the best price for goods and services without sacrificing quality.
- Nurture relationships with suppliers to negotiate the best prices for goods and services procured.
- Identify and research potential new suppliers.
- Research new products and services to meet the organization's goals.
- Assess total costs of company purchases.
Six months with possible extension to three years
Job Requirements
QUALIFICATIONS AND EXPERIENCE:
Essential Qualifications and Experience:
- MA Degree with 10 years and above relevant work experience
- Good computer skills, including familiarity with financial software packages, Microsoft Word and Excel are essential.
- Experience of working with staff of accounting department,
- Work experience on the European Union funded project will have additional value in the recruitment process.
SKILLS AND KNOWLEDGE:
- Analytical and conceptual skills to plan project budgets, timetable agreed activities and oversee staff activities.
- Outgoing personality with excellent communication and training skills.
- Good team player, flexible and capable of working with a multinational country team.
- Ability and willingness to travel to locations within country located in and overseas as required.
- Good computer skills, including familiarity with Financial Software packages, Microsoft Word and Excel are essential.
- A practical, pragmatic person able to exercise initiative and sound judgment, who will work at every level to get the job done.
- Credible person who can influence at all levels.
- A solution orientated person.
- Detailed individual on figures and facts and someone who has worked closely with other key operational senior decision makers.
Desirable Knowledge
- Understanding of the principles of international development.
