The contract will be for one year but extendable depending on the satisfactory performance and need of project continuity. 

OBJECTIVE OF THE POSITION

 The objective of this post is to ensure the financial management arrangements of the projects that are providing assurance the funds to be used for intended purposes and to maintaining adequate fund availability for achieving planned activities. To this end, EPHI wants to recruit Senior Accountant for one year with possibility of extension depending on performance.

SPECIFIC TASKS / ACTIVITIES /

• The Accountant is responsible for serving as project senior expert to ensure maintenance of sound arrangements at all level in consistent with agreements, manuals and project procedures.
• The Senior Accountant will be accountable to Finance and Procurement Directorate and shall carry out the following activities:
• Check and prepare payments in accordance with the guidelines and procedures of the Government and the CDC;
• Record all the financial transactions of the project on time
• Ensure that all ledgers and FM documents are updated in accordance with the government and CDC rules.
• Prepare monthly bank reconciliation statement of the project.
• Pay the obligations of the project to the concerned authorities
• Close the books and accounts of the project using the transactions recorded in both Government reporting formats and project’s financial reporting formats.
• Register the fixed assets of the project.
• Follow up the timely settlement of receivables and payables at federal level
• Follow, monitor and assist regions, through regular field visit to ensure appropriate use of funds, and for timely settlement of advances by implementing regions and hospitals and give technical assistance (on the job training).
• Collect quarterly financial reports (SOE) of all regional health bureaus and prepare status report for internal use
• Check regional reports (SOE)for validation and consistency based on check list provided.
• Settle regional advances based on the collected SOE’s.
• Participate on the project field visit for monitoring, evaluation and supervision of the project.
• Follow-up the implementation of the recommendations of the field visit reports.
• Provide annual financial statements to external auditors and assist the audit process by providing source documents and adequate explanation to questions to be raised by the auditors.
• Providing the necessary financial documents in order to conduct the audit in time
• Assist for rectifying the audit findings and recommendations and act upon with the other teams.

METHODOLOGY 

• The Accountant will work with the immediate supervision of designated Project Financial Specialist for efficient and effective financial management in accordance with the government financial policy and project specific agreement requirements.

REPORTING

• The Junior Accountant will report to the assigned team under Finance and Procurement  Directorate.
• Work place is Addis Ababa, EPHI with frequent field visit relating to project financial management and support to regions.

Job Requirements

• BA degree in Accounting and Financial Management, with 6 years of working experience for first graduate(degree) level
• Experience in the areas of internationally financed development programs is preferable
• Good knowledge of Microsoft word, Excel and Peachtree Accounting software.
