Job Description

Ethiopian Public Health Institute and American Center for Disease Control (CDC) have made grant agreement to strengthen ownership and sustainable provision of comprehensive COVID-19 under the project entitled COVID-19 Aid Relief and Economic Security Project (CARES) for ------- years from Year 2020- 2022. The main project objectives are monitoring the intensity, geographic spread, disease trends, and severity of COVID-19, influenza, and other respiratory viruses in the community to estimate and communicate data on the burden of disease; improving specimen transportation, laboratory confirmation, and reporting of COVID-19 along with other respiratory viruses; development and implementation of appropriate mitigation measures for severe respiratory illnesses; improving functional linkage of EOC, epi-surveillance, and SARI/ILI networked laboratories for timely potential outbreak responses, if outbreaks are detected in the expanded ILI/SARI network and improving national and regional SARI/ILI laboratory capacity to conduct virological testing for COVID-19 and other respiratory viruses.

For the effective implementation of this project, EPHI is looking for a Project Officer who will be responsible for undertaking project implementation follow up , ensure effective project management in consistent with agreements, tracking, monitoring reporting and documentation of performances in accordance with the project agreement.

OBJECTIVE

The objective of this post is to provide EPHI with a capacity to project implementation follow up and ensuring project execution in accordance with the MOU, and preparing overall project performance report timely. This will contribute to the success of the project as a whole. The Project officer is a project management expert with the supervision of the Project Coordinator, who has an extensive, in-depth knowledge and experience in project monitoring complex project processes, and understands the operational scope to interact to assure teamwork for proper execution of the project at all level as per the agreement. The Project Officer applies his/her knowledge of expertise to all steps in the project implementation process. 

SPECIFIC TASKS / ACTIVITIES /

The Project Officer will be accountable to the Project Coordinator   and shall carry out the following activities:

  • Prepare planning tools following the CDC guideline and in line with the project and grant management of the Institute.
  • Plan, monitor and evaluate the project in consultation with all concerned stakeholders.
  • Track and undertake routine monitoring all activities related to CARES Project
  • Ensure efficient and effective implementation of the project through close supervision and tracking as per the project agreement.
  • Prepare regular performance progress reports timely as per the requirements of the agreement
  • Participate in technical meetings as needed in conjunction with the project.
  • Maintain all the necessary documentations relevant to the project during the life time of the project
  • Prepare standard operation procedure suitable to the project and ensure the practicality at all level
  • Identify potential risks hindering the smooth implementation of the project and facilitate to bring mitigation remedial action in collaboration with involved teams
  • Work collaboratively with other project officers in the coordination of grant management unit
  • Perform any other relevant tasks as delegated and required by EPHI.

METHODOLOGY 

The Project Officer will work closely with the Grant management Unit of EPHI for aligned and coordinated implementation of all grants and projects. He/She is expected to use the government regulations & CARES grant agreement requirements in the execution of the project.

REPORTING

  • The Project Officer will report to the Project Coordinator under Procurement and Finance Directorate
  • The Project Officer will base at Addis Ababa, EPHI in Grant Management Unit with travel to regions, and the project reaches.

Job Requirements

  • Master’s degree in Public Health, Business Administration, Management, Economics, or any related social Science or development studies.
  • At least 8 years of professional working experience preferably with experience in project management or coordination and monitoring and evaluation in international development organizations or programs
  • Familiarity with the CDC projects and ability to use CDC online system application is advantageous
  • Understanding and experience of Ethiopian health system policies and strategies is preferred

Contract Duration and Remuneration

  • The contract will be for one year but extendable depending on the satisfactory performance and as the need of project continuity. .
  • Salary will be negotiable based on the qualifications and experience
