The purpose of this consultancy is to manage the centralization of data collection, analysis and sharing of information that is important for UNICEF Ethiopia Country Office to make informed (evidence-based) strategic decisions at regional and country office levels.

The Information Management/GIS consultant will develop and streamline an information management system that includes both the Humanitarian Performance Monitoring (HPM) portfolio and the Development Performance Monitoring portfolio. Working with the Planning and Monitoring and emergency sections, under the direct supervision of the Chief of PMU, the purpose of this post is to assist UNICEF to manage the collection, analysis and sharing of information that is important for the CO Humanitarian response, including the Internal Displaced People (IDP), the Refugees, and the COVID-19 response to make informed (evidence-based) strategic decisions in the changing landscape in the “nexus” between humanitarian and development. Data collection and management: Technical support provided to Country and field Offices on information management for Humanitarian Performance Monitoring (HPM) and development performance monitoring. Support the creation of an information management system, data collection tools, databases and analysis products of UNICEF’s regular programming and humanitarian response for Level 2/3 Emergencies, and other emergency programs (refugees, and COVID 19).

How can you make a difference?

Specific Tasks

  • Adapt existing in-country information management approaches for collecting, analyzing and reporting activities and resources, and identifying information gaps
  • Assist the Chief PMU to establish a results framework and integrated dashboard
  • Work in close collaboration with the different sectors to address urgent needs related to COVID-19 response
  • Establish and maintain information databases that consolidate, analyze and report/disseminate information critical to decision making.
  • Support the estimation of spatial and temporal gaps, overlaps and coverage of platform activities and projects.
  • Work with members/ participants to identify information gaps at regional, national and sub-national levels and propose ways to bridge those gaps.
  • Use GIS mapping for map production and geographic data management. Adopt and promote the use of global standards for information management for interoperability.
  • Manage flows of information and dissemination in an appropriate way, including website management.
  • Establish a data repository for all needs assessments
  • Support the development and analysis of needs assessment and monitoring programs.
  • Provide information management leadership in assessments and monitoring, including joint assessments and training.
  • Lead on the preparation of SitRep inputs with emphasis on plans, targets and achievements.
  • Develop and strengthen information management capacity at CO and FO levels through training.
  • Establish the IM infrastructure in the Country Office working with field offices to ensure essential information collection and analysis for humanitarian situations

To qualify as an advocate for every child you will have…

  • A University degree (BA) is essential, an advanced university degree (Master’s or higher) in a subject area relevant to information management/ information technology is desirable
  • A minimum of 7 years progressively responsible humanitarian work experience with UN and/or NGO, including information management in the first phase of a major emergency response relevant to UNICEF areas of programming.
  • Developing country work experience and/or familiarity with emergencies is considered an asset.
  • Experience and/or training in cluster /Area of Responsibility information management is desirable
  • Experience working with excel and the collection of data for 5W analysis essential
  • Extensive experience developing information management systems, databases, online data collection tools
  • Extensive work experience outside the humanitarian sector relevant to this post may be considered as a replacement for humanitarian experience.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

  • Understanding of the data and information cycle

  • Ability to perform several tasks in a timely manner with a focus on quality
  • Communicate key messages to different audiences

Technical Competencies

  • Proven technical expertise managing data and information cycle: from data collection (e.g. ‘Who does What, Where, When and for Whom?’), storage, and analysis for diverse datasets (e.g. datasets on needs, situation, response, coordination, funding, etc.), as well as presenting information in understandable, effective and visually appealing tables, charts, graphs, maps, visuals and reports (such as snapshots, dashboards, W analysis, gap analysis, etc)
  • Advanced knowledge of the data cycle (data collection, data analysis, data interpretation and data visualization) especially for assessment and output monitoring purposes
