Position: Finance Officer Budget (National Position)

Reports to: Finance Coordinator Budget

Required Number: Two (2)

Supervision of: none

Duty station: Addis Ababa

Travel: 30 %

Role and responsibilities

The purpose of the officer position is day to day implementation of the CC Project. Use actions words such as ensure, implement or assist for the position relevant responsibilities.

Generic responsibilities 

  • Implement NRC’s financial systems and procedures at Country office and oversee their implementation at field level
  • Ensure adherence to Financial Handbook, other NRC policies and donor requirements
  • Ensure that the accounting, monitoring and reporting are according to procedures
  • Provide Technical Capacity building for finance teams in the area offices
  • Support project staff in financial matters
  • Ensure proper filing of all financial documents as per NRC filling tree key
  • Generate project financial reports as required by the Country Management
  • Ensure that NRC’s related activities are implemented within NRC’s Protection mainstreaming guidelines and reports any breaches/concerns to the line manager and/or focal point for proper action.

Specific responsibilities

  • Ensure proper implementation to NRC Securing Supporting Documentation as per set policies and procedures
  • Support in Due Diligence process for NRC partners and finance section contract revisions for new grants
  • Support and build capacity of finance teams in the area offices on budget development and monitoring processes
  • Ensure adherence with NRC policies, tools, handbooks and guidelines
  • Post the entries to Agresso. Make sure that the data has correct codes and as per the project documents and are signed according to the authorization table
  • Enter the Agresso rebooking and keeping proper record of it
  • Preparation of financial reports as required by the Country Office Finance Manager
  • Ensure budget holders have access to the BvA and participate in monthly meetings with the budget holder at area level
  • Support budget holders and project teams in preparation of forecasts
  • Support the Area Managers in preparation of the master budget and new donor budgets and revision of existing donor budget
  • Train the staff on the Agresso and excel tools, and support the project teams to understand the financial reports and provide trainings as required

  • Bachelor degree in Finance or a related major
  • Minimum of 3-5 years’ relevant experience
  • Proficient in English, both written and spoken
  • Proficient in Microsoft Excel and ERP
