Job Opportunity: ‘Field Facilitator’ senior field staff / community-based participatory land resource use planning and development facilitator / Regional experts for the following regions Amhara, Oromia, Benishangul Gumez, Gambella, and/or SNNP

Project Status: Tender

Project Title: “Climate-Sensitive Innovations in Land Management” (CLM)

Duration of Assignment: approx. 10/2021 to 12/2023

Country / Duty Station: Field facilitators are based in woreda offices of the six regions (Amhara, Benishangul Gumez, Gambella, Oromia and SNNP)

Project and Job Description:

 Agriculture is the main economic stay for more than three quarters of the Ethiopian population. Soil erosion, frequent drought and heavy flooding coupled with pressure of rapid population growth and a shortage of employment opportunities jeopardize the livelihoods of many people living in Ethiopia’s highlands. The expected outcome of the TC module has been defined as “the efficiency of agricultural advisory services delivered by federal, regional and local institutions for planning and implementing sustainable land management measures are enhanced”. This job opportunity is related to the tender process around output 2: “The delivery capacities of agricultural advisory service providers for services

regarding the establishment of efficient community based SLM organizations are strengthened”.

Specific Tasks: The tasks are comprehensive and include (but are not necessarily restricted to) the following:

  • Facilitate training of extension workers (development agents and woreda experts) in participatory watershed development, management and use planning, implementation, and monitoring in consultation with the regional GIZ office
  • Guide, coach and backstop community and district level agricultural extension workers in establishment and registration of community watershed user’s association/cooperative
  • Develop criteria for the selection of model watersheds in consultation with partner staff and regional GIZ office
  • Provide guidance and technical support to woreda experts and development agents in preparing quality and timely annual and multi-year watershed development plans
  • Contribute to the development of innovative concepts in SLM which strengthen the ownership of local communities
  • Conduct and document training needs of the extension workers and community-based organizations (community watershed executive committee members)
  • Support the development of innovative financing solutions for community watershed users’ associations/cooperatives to sustainably manage natural resources (Payment for Ecosystem Services, management and mobilization of local grants and contracts)

Job Requirements

Profile (Qualifications): ‘Field Facilitators’ support capacity development measures for extension workers to establish / strengthen watershed communities in up to 70 districts.

  • Education/training: Postgraduate university degree in Natural resource management, Land management, Rural development, Agriculture.
  • In individual cases where candidates display 8 years of professional track record, a B.Sc in the respective fields will suffice
  • Language: B2 proficiency level in English3, B2 proficiency level in Amharic, ability to speak the local languages
  • General professional experience: 5 years of professional experience in community-based natural resources management (long-term assignments of 1 year)
  • Specific professional experience: 3 years professional experience in facilitation of community-based resource use planning, implementation and monitoring including use of GIS and remote sensing, gender and environment and proven experience in adult training methodology
  • Other: motorcycle driver’s license and 2 years of motorcycle driving experience
