 Project Officer

The Ethiopian Center for Disability and Development (ECDD) is an Ethiopian civil society development organization that works with other organizations to promote, facilitate and build organizational capacity to make mainstream government and non-governmental service delivery and development programs accessible to, and inclusive of persons with disabilities

ECDD is partnering with CBM Germany to implement “Skills Project with overall objective to Improve livelihoods for young women and men with disabilities in Ethiopia

The project will promote and support skills training and employment opportunities for male and female youth aged 15-29 with physical, visual, hearing, intellectual and other types of disabilities in all 10 regions and the two major city administrations of Ethiopia (Addis Ababa and Dire Dawa). Included in this target group are also migrant returnees with disabilities.

The project aims to reach a total of 2,200 youths and young adults with disabilities. The direct target group of the project consists of 1,800 youths aged 15-29 with disabilities (40% of them female) who will be supported to start training at a vocational training institution. In 20 selected communities, 400 youth with disabilities (40% female) including migrant returnees with disabilities, will receive CBT training through local master craftsmen. 50% of the successful TVET and CBT trainees will be supported by the project to find employment, either in the form of wage employment in public and private sector companies/organisations or self-employment. Currently, ECDD is looking for 5 competent and qualified candidates for Project Officer Positions.

Description of Tasks

The Project Officers are based at Addis Ababa, Hawassa, Mekelle, Bahirdar, and Dire Dawa and reports to the Inclusive Livelihoods Project Coordinator. The Project Officer is responsible for the overall implementation, monitoring, evaluation and reporting of activities and results of the project.

Specifically, the Project Coordinator will:

  1. Coordinate the planning, implementation and reporting of project activities with Project Coordinator.
  2. Supervising disability inclusion facilitators and maintain contact with project partners
  3. Organize workshops, trainings and events together with supervision of Project Coordinator.
  4. Facilitate inclusive CBT /TVET opportunities for youth with disabilities.
  5. Work closely with Regional TVET Agencies to promote the implementation of inclusive TVET
  6. Facilitate CBT graduates in forming groups and initiating income-generating activities and Procurement of materials for IGA groups.
  7. Facilitate accessibility audit and modification of model TVET centers.
  8. Provide technical support to the Ethiopian Business and Disability Network (EBDN) and its members in their efforts to promote inclusive employment
  9. Follow-up and monitor partnerships developed between TVET institutions, employers, and government authorities towards realizing disability inclusive TVET in Ethiopia.
  10. Design and implement systems to assist disability inclusion facilitators for the mobilization of youth with disabilities to CBT and TVET trainings.
  11. Ensure observance of the ECDD Child and Adults-at-Risk Policy by project staff and partners, in consultation with the ECDD Safeguarding Focal Person.
  12. Monitor and evaluate progress on achievement of project results, and provide data and information to the ECDD M&E Coordinator.
  13. Collaborate with Project coordinator to prepare quarterly reports of activities accomplished
  •  Collection, documentation and dissemination of lessons learned, case stories and good practices of the project and its partners.
  • Undertake such other tasks as may be assigned by the ECDD Project Coordinator &  Livelihood Program Team Lead or Program Director. 

Job Requirements

Required qualifications:

  • Education – Minimum of BA in Social Work, Sociology, Business Administration or a related field
  • Professional experience – minimum 4 years of responsibility for the implementation of donor-funded projects related to vocational skills training and work
  • Good understanding of national TVET policies and strategies, and extensive knowledge of other organizations active in livelihoods-related work in Ethiopia
  • Good knowledge of the practice and profession of special needs education
  • Previous professional work in vocational skills training desirable
  • Previous business experience is desirable
  • Previous professional experience working with persons with disabilities desirable
  • Excellent interpersonal relationships and team work
  • Able and willing to travel frequently to the project intervention areas
  • Competence in the use of computer applications
  • Excellent communication skills
  • Fluency in English and Amharic or Ethiopian Sign Language, knowledge of other Ethiopian languages also advantageous.
