Position Title: National Program Officer - Migrant

Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental, and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Background

Under the overall supervision of the IOM-SLO Addis Ababa Chief of Mission and Head of Programs, and the direct supervision of the EU-IOM Joint Initiative on Migrant Protection and Reintegration in East and Horn of Africa (Joint Initiative) Program Coordinator, the incumbent will be responsible for advancing the program’s migrant protection portfolio, which includes addressing the rights and needs of migrants in a situation of vulnerability, including migrant children and victims of trafficking and exploitation. The incumbent will support the implementation of general migrant protection activities in accordance with the Program objectives of the Joint Initiative and in consultation with relevant internal and external stakeholders. In particular, s/he will:

Core Functions / Responsibilities:

  • Support the designing, implementation, monitoring, and evaluation of migrant protection intervention within the framework of the program in Ethiopia.
  • Facilitate the mainstreaming of migrant protection into reintegration activities by encouraging and providing guidance for the provision of adequate assistance for vulnerable migrants, such as victims of trafficking, unaccompanied migrants, migrants with psycho-social and/or physical health concerns, and other needs.
  • Monitor protection services provided for returnees at the transit center is up to standard and comply with the organization's requirement and report any discrepancies and provide recommendations to the supervisor;
  • Participate in the development of minimum standards for migrant protection and provide technical support for the implementation of such standards. 
  • Participate in (joint) assessments and identify protection concerns in relation to returnees and present possible solutions for these concerns.
  • Participate in identification and assessment of protection partners and service providers who work closely with migrants and assist the development of effective referral mechanisms to improve protection services for returnees, potential migrants, and their community and also monitor the situation and progress of returnees.
  • Explore, research and share suitable reintegration packages (individual/group or community-based) for vulnerable migrants which are in line with the project's comprehensive approach to sustainable reintegration.
  • Organize training and capacity-building programs to improve the knowledge and capacity of government and non-government actors on migrant protection and assistance.
  • Represent the Reintegration Facility program and promote its activities and strategy in relation to migrant protection with relevant government bureaus, strategic partners, civil society, and other relevant bodies;
  • Monitor new developments in this area in close collaboration with other Units, Regional Offices, Country Offices, and relevant HQs Departments and Divisions;
  • Support and monitor government and community-based protection networks in the program implementation areas,
  • Perform other such duties as may be assigned.

Job Requirements

Educational Qualification

  • Masters or Bachelor’s degree in Social Science, Law, Refugee and Migration Studies, International Relations, Psychology, or a related field from an accredited academic institution.

Experience

  • A minimum of Six and Eight years of relevant professional working experience is required for Master's and Bachelor's holders respectively.
  • Professional experience in implementation and/or monitoring Migrant Protection activities.
  • Proven ability to establish and maintain strong working relations with relevant Government and Non-Governmental counterparts, international organizations, civil society, or private sector entities.
  • Experience in the area of migration, refugees, and reintegration of migrants and victims of trafficking.
  • Proficient in Microsoft Windows and MS Office applications.

Languages

  • Thorough knowledge of spoken and written English is required.
  • Knowledge of local languages like Somali and Oromiffa is an advantage.
