Role and responsibilities

Generic responsibilities

  1. Ensure that country set up adhere to Financial Handbook, NRC policies, donor and auditor requirements
  2. Implement NRC’s financial systems, routines and procedures
  3. Maintain overall budget control and monitor cash flows
  4. Management of financial team
  5. Training of line managers and staff with financial responsibilities
  6. Provide regular analysis and reports
  7. Implement anti-corruption policy
  8. Promote the rights of IDPs/returnees in line with the advocacy strategy

Specific responsibilities

  • Ensure that adequate financial management routines and systems are in place, and that NRC’s accounting practices and standards are adhered to, timely and in accordance with quality and policy requirements from NRC, donors, auditors and authorities.
  • Maintain overall budget control and monitor cash flows and expenditures.
  • Provide up-to-date analysis and required reports of the financial situation in the projects and the program to the Country Director, the Program Managers, Project Coordinators and the headquarters (HQ) in Oslo.
  • Ensure that appropriate control mechanisms are in place across the country program and that financial risk is minimized.
  • Make sure that adequate financial management routines and systems are in place.
  • Contribute to the development of strategic and operational plans, and be accountable for ensuring and monitoring delivery against the financial plans.
  • In collaboration with other Managers, regularly review and develop operational finance tools.
  • Enable appropriate operational decisions to be made on the grounds of sound and solid financial analysis.
  • Plan for annual closure of the accounts and responsible for coordinating audits in the country.
  • Be the main driving force for NRC’s transparency and anti­corruption work within the country program.
  • Ensure statutory financial obligations including remittance of taxes are met in a timely manner.
  • Provide up-to-date analysis and required reports of the financial situation in the projects and the overall program
  • Build strong and effective relationships with the logistics/procurement and HR/admin staff in all offices to enable a good flow of information
  • Establish and oversee a safe, robust and easily retrievable financial documentation and filing system for both hard and soft copies.
  • Reconcile accounts with NRC HQ in Oslo on agreed dates.
  • Conduct training in financial management, monitoring and maintain a supervisory role for the Finance, NRC’s project staff and other relevant personnel.
  • Develop capacity of the Country Office and the Area Office finance teams to ensure that they meet NRC’s finance and grants management operating standards;
  • Conduct training in budget design, financial management and monitoring procedures for all relevant national and international NRC personnel and maintain a supervisory role;
  • Regularly, review performance of staff under line management.

Job Requirements

Professional competencies

These are skills, knowledge and experience that are important for effective performance.

  • BA in Accounting or similar field with minimum 5 years of experience from working as a Financial Manager in a humanitarian/recovery context
  • Experience from working in complex and volatile contexts
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Solid knowledge of computer software and modern accounting systems particularly Agresso
  • Competency in budgeting skills is highly desired
  • Previous experience as international staff in similar capacity
  • Fluency in English, both written and verbal
  • Valid driver’s license

Context/ Specific skills, knowledge and experience:

  • Knowledge/ experience of the Ethiopian context would be an advantage
  • Experience of working with large institutional donors

Additional Information 

Duty Station: Addis Ababa, Ethiopia.

Type of Contract: 12 months renewable based on funding and performance

Salary: Based upon the NRC grading Scale

Travel: 30%
