 Background

The National Data Management Center for health (NDMC) at the Ethiopian Public Health Institute (EPHI) is a responsible center to centrally archive health and health related data, process and manage health research, apply robust data analytic technics, synthesis evidence and to ensure evidence utilization for decision making by the Federal Ministry of Health (FMoH) and other relevant stakeholders at local, sub-national and national and international levels. NDMC has collaborative partnership with Institute for Health Metrics and Evaluation (IHME), University of Washington and has established a Burden of Disease (BoD) Unit. The BoD Unit is responsible for data mapping, collecting, reviewing and archiving available health and health related data in the country and for producing national and subnational burden of disease estimates collaboratively with Global Burden of Disease (GBD) Study centered at IHME for population and demography, mortality and risk factors for a range of communicable diseases, non-communicable diseases, maternal newborn and child health, nutrition and for injuries. The unit creates platforms for translating BoD evidence for decision and policy at national and subnational levels. The NDMC is looking for high caliber staff for this collaborative project.

Job Description

We are looking for a professional Database Administrator (DBA) who will be responsible to keep NDMC’s databases up and running smoothly 24/7. Your primary focus is to provide a seamless flow of information throughout the center, considering both backend data structure and frontend accessibility for end-users. In Addition, your focus will be development of all server-side logic, definition and maintenance of the central database, and ensuring high performance and responsiveness to requests from the front-end. You will also be responsible for integrating the front-end elements built by front-end developers into the application interface.

Roles and responsibilities

• Be involved and participate in the overall application lifecycle
• Create and manage multiple databases and assist in capacity planning
• Create and manage constraints and indexes
• Support software developers with database operations including the development of complex SQL, tuning of DML and the creation of stored procedures
• Create detailed documentation including diagrams of database infrastructure
• Effectively coordinate and communicate with all the stakeholders (internal teams and clients)
• Provide proactive and reactive data management support and training to stakeholders (internal teams and clients)
• To maintain and enhance database system for Research Database Tracking System
• Maintain and develop secure and fast health data sharing platforms
• Define users and enable data distribution to the right user, in appropriate format and in a timely manner
• Monitor database performance, implement changes and apply new patches and versions when required. In addition, minimize database downtime and manage parameters to provide fast query responses
• Map out the conceptual design for a planned database
• Refine the logical design so that it can be translated into a specific data model
• Further refining the physical design to meet system storage requirements
• Write database documentation, including data standards, procedures and definitions for the data dictionary (metadata)
• Control access permissions and privileges
• Develop, manage and test back-up and recovery plans
• Commission and install new applications and customize existing applications in order to make them fit for purpose
• Manage the security and disaster recovery aspects of a database
• Assist with schema design, code review, SQL query tuning
• Write and deploy SQL patches
• Upgrade and improve application schema and data upgrades
• Process work accurately and in a timely manner
• Collate, prepare and present information for internal and external use
• Collaborate with data specialist/data manager to collect and manage data
• Follow new and emerging technologies
• Process work accurately and in a timely manner

Job Requirements

• BSc degree in the field of Computer Science, Engineering and/or a relevant combination of equivalent training and
• Five or more years of relevant work experiences
• Preference will be given to candidates with certifications in related fields such as; Oracle, MS SQL and MySQL

Desired skills and experiences

• Experience with management of Oracle, PostgreSQL, MYSQL and Microsoft SQL server 
• Experience of project management processes
• Experience of other monitoring packages such as Zenoss, Nagios and HP OpenView Ability to foresee relevant issues and assist in proposing possible solutions
• Advanced understanding of Oracle 10g/11g and MySQL 5.x gained through running critical systems
• Management of multiple schemas through system development, test and live environments
• Experience with Oracle Data Guard replication
• Experience with Oracle RMAN and OEM Monitoring
• Experience with MySQL Enterprise Monitoring
• Experience with MySQL Master-Slave / Master-Master replication
• Good working knowledge of, and confidence administering on Solaris/Linux platforms
• Experience of Unix Scripting
• Systematic approach to identifying faults and pursuing paths to resolution
• Experience of specifying and installing new solutions
• A solid understanding of database languages and how to improve the query performance.

• Implement and manage company data management practices and policies
• Good understanding of data and schema standards and concepts
• Good understand database security, database design, implementation, troubleshooting and maintenance
