TITLE: Knowledge Management and Monitoring, Evaluation (KMME) Advisor 

WORK LOCATION: Ethiopia, Addis Ababa.

JOB SUMMARY:

The KMME Advisor will primarily serve as a lead person in managing and coordinating Knowledge Management related function of the EngenderHealth Ethiopia country program. They manages the Monitoring & Evaluation (M&E) and Knowledge Management activities of Right Based Approach (RBA) Programme in collaboration with the project staff and country program KMER team. The MEKM Advisor develops and implements strategies and plans in collaboration with the Associate Project Director and KMMER Director in capturing, sharing, and disseminating knowledge within EngenderHealth Ethiopia (RBA Programme), among partners and stakeholders. They capture and documents model practice (emerging, promising and proven/best practices) and communicates progresses and achievements of different project interventions/initiatives with multiple constituencies through strategic communication channels. They will participate actively in defining EngenderHealth Ethiopia’s and RBA Program learning agendas in collaboration with their team. The MEKM Advisor also leads project supported research activities.

ESSENTIAL FUNCTIONS:

Monitoring and Evaluation Activities

Planning activities:

  • Organize annual work planning sessions in collaboration with other teams
  • Coordinate and support the preparation of annual work plans for RBA Program
  • Lead the review of work plans based on regular review of performance

Data management activities:

  • Work closely with KMMER Director and other team members in developing, revising and updating data collection tools and procedures for RBA program
  • Lead regular data quality assurance activities, develop data quality management plan and follow up its implementation
  • Manage RBA program database including managing project DHIS 2 database
  • Provide training on DHIS2 database for new and existing staff as the database continues being updated
  • Ensure monthly, quarterly, semi-annual and annual data entry completeness in to DHIS2 and set validation rules, provide feedbacks to regions and central office
  • In collaboration with the KMMER Director and other teams, conduct regular data collection, analysis, presentation, and interpretation of program and research data

Project monitoring and use of data for decision-making:

  • Lead, coordinate and conduct joint review feedback, learning meeting, semi-annual, annual review meetings at regional, and country offices
  • Provide feedback to project teams based on performance monitoring data
  • Collaborate with the project team and KMMER Director in monitoring monthly/quarterly program reports for timeliness and completeness
  • Coordinate and lead the overall monitoring activities of the project
  • Collaborate with teams in the conduct of regular supervision activities
  • Support the project staff in the use of performance data for program management and informing future actions

Evaluation Activities:

  • Lead the project team in the designing, coordinating and conducting project evaluations
  • Develop evaluation protocols, TORs, concept notes
  • Support the designing operational guidelines for data collection, compilation and recording of quantitative and qualitative data
  • Work closely and monitor the evaluation process

Knowledge Management:

  • Coordinate the overall knowledge management activities of the project and other projects of EngenderHealth-Ethiopia
  • Enhance utilization of digital platforms (Facebook, Telegram, and Twitter): The M & E advisor will be responsible to manage social media accounts to reach young people with SRH and GBV facts and information.
  • Work with the project staff, other EH-Ethiopia and EH/HQ staff to document lessons learned and success stories, including publication of technical briefs and other products
  • Work with IT/Database manager in maintenance and organization of the shared drives on the office network, ensure user-friendliness, and orient on how to use the platform. 
  • Leverage effective processes, systems and tools to share knowledge within EngenderHealth and between donors, partners and other stakeholders
  • Coordinate with KM/MER team, technical and field offices to identify and package project lessons for quarterly and semi-annual highlights for stakeholders.
  • Support region based staff to improve learning and lesson sharing mechanisms
  • Promote culture of two way learning within EngenderHealth Ethiopia and RBA project
  • Ensure every project data both qualitative and quantitative are properly captured and documented through the KMMER system
  • Closely collaborate with KMER Director and other teams in developing program and research abstracts, briefs and model practices
  • Regularly monitor the implementation of knowledge management activities

Other activities

  • Carry out activities assigned by the Associate Project Director and KMMER Director 

Job Requirements

EDUCATION, EXPERIENCE, AND CERTIFICATIONS:

  • At least Master’s degree in Public Health, Communication, Social sciences and other related fields.
  • At least 8 years of relevant experience in global health, M&E, research, or knowledge management with demonstrated expertise/capacity in communication and documentation.
  • Experience in designing and implementing qualitative and quantitative research and evaluation in SRH, gender or a related area.
  • Experience with development of knowledge management strategies, and approaches/tools, especially in public health, strongly desired.
  • Experience in publishing articles in journals, newspapers, etc., in English.
  • Experience overseeing the development and implementation of work plans, donor reports, and M&E activities.

KNOWLEDGE, SKILLS, AND ABILITIES:

  • Excellent analytic, writing and verbal communication/presentation skills in English
  • Demonstrated knowledge of knowledge management and research methodologies
