Job Summary/Scope

The purpose of the Gender, protection and accountability Officer is to establish robust feedback, complaint and protection system for humanitarian response projects in Humera, Dansha, Welkaite, Mikadra and surrounding areas. He/she will be responsible for ensuring Gender and Protection Mainstreaming, Feedback and Compliance Mechanisms are in place for all humanitarian grants adhering to CARE’s core values, CARE’s humanitarian Accountability Framework and other standards such as SHPERE, CHS and donor standards. The position holder will ensure information sharing, beneficiaries’ participation, mainstreaming of protection and gender standards and approaches and complaints and response mechanism.

Responsibilities

 Job Responsibility #1: Program Quality in Design & Implementation (20%)

  • Working closely with Humanitarian LDM Manager, Humanitarian Program Manager-Gender and other Humanitarian program managers to ensure accountability and protection system is integral part of project design and implementation.
  • Ensure that accountability and participation are integral elements of all aspects of the organization’s approach to MEAL
  • Develop the associated tools required to implement the accountability and protection minimum requirements to ensure that roll-out is standardized across operational areas (e.g. information posters, feedback and complaints mechanisms and database)
  • Work closely with PDQ team members to promote understanding of the importance of accountability and protection to achieve quality programming
  • At the Addis level be a key link between the PDQ and humanitarian program team, to ensure that beneficiary feedback is promoted as a key tool in program management and strategy development.
  • Capture learning from accountability and protection approaches and support the incorporation of learning into new project proposals.

Job Responsibility #2: Strengthen Accountability to Affected people (35%)

  • Develop and Implement CARE Ethiopia accountability to affected people system (like information sharing, community participation, feedback and complaints response mechanisms etc)
  • Implement and monitor CARE humanitarian accountability framework (HAF)
  • Receive, compile, analyze, share and file feedback and complaints
  • Communicate and disseminate CARE’s feedback and complaints policies and procedures for staff and concerned stakeholders and partners.
  • Conduct induction/orientation, training and capacity building of staff involved in accountability and protection
  • Works with the Human Resources Department and others as appropriate to develop an effective training on organizational code of conduct, policies and procedures and feedback and complaint handling for new employees as well as ongoing training for all employees and managers.
  • Produce regular internal (and external) reports on information sharing, feedback and complaint trends, response procedures, and relevant issues.
  • Represent CARE Ethiopia in Inter Agency Accountability Working Group (IAAWG) and other networks

Job Responsibility #3: Strengthen Mainstreaming of Protection and GBV Across Humanitarian Projects (30%)

  • Ensure humanitarian projects mainstreamed Gender based violence and protection
  • Implement and monitor CARE protection system within humanitarian unit
  • Make sure and work that protection is part of CRAE’s feedback and complaints mechanism
  • Communicate and disseminate CARE’s protection policies and procedures for staff and concerned stakeholders and partners.
  • Conduct induction/orientation, training and capacity building of staff on how to mainstream/ GBV protection in project design, implementation, monitoring and evaluation.
  • Receive, compile, analyze, share and file protection related feedback and complaints

Job Responsibility #4: Learning and Information Management (10%)

  • Identify and capture learning and best practices from accountability and protection approaches and intervention and support the incorporation of learning into new project proposals. 
  • Responsible for timely collection, analysis and utilization of accountability and protection related information.
  • Share and document accountability and protection related information
  • Liaison with others to gain experience and share CARE’s accountability and protection experience.

Job Responsibility #6: Other (5%)

  • Perform other duties as assigned

  •  Understanding and demonstrated commitment to the importance of gender, youth and social inclusion issues.
  • Demonstrated commitment to principles of Gender Equity, Diversity, Inclusion and PSEAH (safeguarding), as evidenced in previous positions / programming

Job Requirements

 Required:

  • BA Degree in Social Sciences, Psychology, Social Work, Management Information Systems, Gender Studies, Development Studies, Statistics or related fields
  • 4 years of work experience in MEAL, GBV, Protection and accountability related tasks (NGO experience is an advantage),
  • Computer skills (Word processing, power point presentation, database management); data analysis
  • Excellent written and verbal communication in English Language

Desired:

  • MA Degree in Social Sciences, psychology/social work, Management Information Systems, gender studies, Development Studies, or related.
  • NGO experience on humanitarian settings in the country
  • Knowledge of statistical software like SPSS and experiences in database development applying common software like MS Access
  • Knowledge and experience in gender assessment, digital data collection platform
