JOB SUMMARY:

The purpose of the Hygiene and Sanitation Officer position is to oversee the hygiene and sanitation activities under humanitarian response project in line with other lifesaving interventions in Humera, Maikadra, Dansha and its surroundings areas. The position will provide technical advice in the planning, implementation, monitoring and evaluation of hygiene and sanitation components of humanitarian projects, build the capacity of CARE and its partners in technical issues pertinent to the sector and develop and strengthen partnerships among sector stakeholders, government departments and NGOs for effective collaboration and co-ordination in implementation woredas.

II. RESPONSIBILITIES AND TASKS:  

 Job Responsibility #1: Organizing and Networking 45% of time

  • Organizes campaigns and regular programmes with the aim of educating the Community in the need for preventive services of personal and hygienic measures;
  • Organizes water committee with extension agents or community groups, or other kebele and village agents of the targeted beneficiaries;
  • Holds meetings with all members of target beneficiaries and promote their awareness on waters, sanitation and hygiene;
  • Works closely with field staff in the dissemination of health/hygiene related materials/information;
  • Liaises with all stakeholders and works closely with community establishments such as schools, health centers, government and Voluntary agencies to ensure hygiene health education and disease prevention.
  • Facilitate targeting of eligible beneficiaries and ensure project deliverables are reaching the target community.

 Job Responsibility #2: Capacity Building and Technical Support: 25% of time 

  • Prepares hygiene and sanitation education materials, develops simple training modules and carries out training activities for the community and extension staff on basic sanitation, including site selection, construction and use of pit latrines, nutrition, proper water storage and use, hygienic food handling, proper disposal of waste, cleaning of public places and eradication of other hazards to sanitation;
  • Directs public action to promote the health of the community specially to eradicate or control infectious diseases and diseases of major economic and social importance such as diarrhea, tuberculosis, venereal diseases;
  • Takes water samples from constructed schemes and facilitates the water quality tests;
  • Assists the water engineer (when important), the extension agents and works closely with them in disseminating health hygiene and sanitation education;
  • Advises on measures to improve community health including action regarding sanitation, preserving the purity of water and air and controlling insects dangerous to health.
  • Closely follow up, strengthen, establish and supervise the WASH committee in villages and kebeles        

Job Responsibility #3: Planning, Monitoring, Evaluation and Reporting 20% of Time

  • Support in all phases of the programme cycle, from appraisal, planning, implementation, monitoring and evaluation through regular field visits, training-based capacity building, and desk-based feedback;
  • Periodically consult and create the right working condition with staff of Zonal and Woreda Water Resources and health Office to promote and monitor impact of sanitation and water related works;
  • Provides advice regarding procurements of WASH supplies including chemicals, detergents and kits;
  • Produces monthly and quarterly reports and submit to the supervisor.

Job Responsibility #4: Learning 5% of Time

  • Keeps up to date with developments in the sector, including best practice examples in-country and internationally, and ensure ongoing personal development and learning;
  • Participates in the documentation and dissemination of lessons learned.

Job Responsibility #5: Perform other duties as assigned. 5% of Time

III. PROBLEM SOLVING (Thinking Environment)

  • Levels one and two of problem solving apply to the incumbent. The Sanitation and Hygiene Officer involves with daily routine activities, but some times she/he uses interpolative skills to pick and choose the right strategy to address given problems.

V. QUALIFICATIONS (KNOW HOW)

A)    EDUCATION/TRAINING

  • BSc or MSc in public health, environmental health, public health nursing and experience in emergency WASH project

B) EXPERIENCE

Required:

  • 3 years and above with first degree and 2 years for post graduate, previous work experience in the area of hygiene and sanitation.

Desired:

  • NGO experience.

C) Technical Skills  

Required:

  • Demonstrated technical and report writing ability, sound judgment and ability to work effectively with others at all levels;
  • Computer skills particularly Microsoft Word, Excel, Power Point;
  • Knowledge of hygiene and sanitation promotion tools (PHAST and CLTS)
  • Fluency in English language and written communication
  • Firm belief in teamwork, gender equality, sensitivity to HIV/AIDS, participatory approach and sustainable development.

Desired:

  •  Ability to effectively communicate with government offices, NGOs and other relevant stakeholders.

III. CONTACTS/KEY RELATIONSHIPS 

  • The Sanitation and Hygiene Officer is required to establish and maintain good working relations with government counterparts, NGOs, and community at large. She/he is also expected to develop excellent work relation with all staff in the Field Office in order to provide appropriate advice, to ensure adherence with CARE’s policies and recommended practices, especially regarding the Health and Safety and Water Quality Policies.

VII. WORKING CONDITIONS and TRAVEL REQUIRED

  • The Hygiene and Sanitation officers shall be based at Dansha, with extensive field travel to other implementation locations/Woreda and Kebeles.
