About Selam Children’s Village and Plan International Ethiopia                              

Selam Children’s Village (SCV) is a local NGO which was founded in 1986 and was recognised by the Ethiopian government as a local non-profit organisation (Register no. 1043). Selam Children’s Village aims to make it possible for orphaned children and youth with no financial means in communities to improve their lives and develop into independent and capable citizens. The organisation is working towards this vision by providing food, accommodation, clothing, education, Technical and Vocational trainings, medical and healthcare services and other basic necessities to the target groups in question. Selam Children’s Village collaborates with other programs and projects to give support to underprivileged community members.

SCV has been implementing various projects with funds donated from multilateral donors such as UNIDO, VOLVO and SIDA, the Netherlands’ Ministry of Foreign Affairs via Woord en Daad, as well as Institutional donors such as Tesfa-Ilg (an NGO based in Switzerland), various Swiss charities and German charities.

Plan International Ethiopia (Plan Ethiopia): Plan Ethiopia is a non-government organisation (NGO) that commenced operations in November 1974. In its first years Plan had operations in Arbaminch in the south of Ethiopia. After an absence of 17 years, Plan then resumed their activities in Addis Ababa, Ethiopia in October 1994. Plan Ethiopia is recognised by the Ethiopian government as a non-profit organisation (Register no. 0773). Plan International Ethiopia works with children, their families and their communities to promote the rights of children and equal rights and opportunities for girls. Plan Ethiopia is committed to achieving sustainable and positive development in the field of youth employment by working together with governments, international organisations and development organisations to improve young people's access to financial services, financial skills and entrepreneurship and also to improve the general vocational education, training and provision of skills needed to gain employment.

Project Context

Unemployment in Ethiopia is by and large an urban phenomenon. Unemployment rates are particularly high in Addis Ababa; where 23.5 percent of households report an unemployed adult, versus 11 percent of households in other urban areas. Addis Ababa, as capital city and with all its attractions for rural migrants, reflects the problem with more magnified lens. The youth, defined as men and women from age 15-29 (FDRE, National Youth policy, 2004), represent the most vibrant segment of the population who can be key agents of social change, economic development and technological innovations, if provided with an enabling environment and opportunities. More than 28 percent of Ethiopia’s estimated 104 million populations are aged 15 to 29 years. Even if Ethiopia has this part of the population in abundance, nearly 27% of the youth are estimated to be unemployed (USAID, 2017). The problem is even more serious for young women. A study by Plan, (Smart-Up, 2018) showed that Ethiopian young women are more than twice as likely to be unemployed as young men.

Job Requirements

The consultant or the consulting team should have the following experience and formal qualifications:

  • Master’s degree or degree with equivalent experience in Social Sciences, gender, Anthropology, Development Study’s, MBA, Economics or related
  • Thematic expertise and experience in the area of youth employment and gender employment strategy in Ethiopia
  • Knowledge and experience on unemployment/under employment in gender issues, awareness on inclusion, child protection and child rights issues.
  • At least three years of proven experience in carrying out researches/study and strategy development, including data collection and entry, data management and storage, preferably for international NGOs.
  • At least two years of proven experience in planning and facilitating workshops on learning, reflection and planning of projects and initiatives.
  • Proficiency in quantitative & qualitative methods of data collection
  • Proficiency in statistics
  • Experience working with local communities in Ethiopia would be a comparative advantage
  • Proven experience with quantitative and qualitative data analysis
  • Excellent command / highly proficient in spoken and written English
  • Proficiency in local languages of the program regions in Ethiopia would be an asset

We encourage the consultant to suggest a team composed of local individual for data collection in the field (virtual or physical) in Addis Ababa City Administration project Target area.

The submission should include all application requirements specified above in this TOR. Late offers will be rejected except under extraordinary circumstances at SCV’s discretion.  SCV reserves the right to reject incomplete submissions. All quotes must be valid for a period of 10 working days.

Closing date for submission of the application package is on July 29, 2021. Only successful bidders will be notified.
