About the Position
Dexis is seeking a Human Resources (HR) Specialist to support a project with USAID’s Office of Transition Initiatives (OTI) in Ethiopia. This is a three-year contract to support activities that will strengthen democracy and national stability in Ethiopia. The HR Specialist will assist the HR Specialist and Office Manager with the recruitment, onboarding, and training of new employees. The HR Specialist will explain and promote employment policies, ensuring compliance with local labor laws. This is a full-time position based in Addis Ababa, Ethiopia, with an immediate start date.
USAID's Office of Transition Initiatives (USAID/OTI) new support program aims to deliver fast and adaptable support that helps the Government of Ethiopia and civil society advance democratic reforms and enhance citizen engagement in the governance processes. Dexis Consulting Group (Dexis) will be USAID/OTI’s implementing partner in providing this assistance.

Responsibilities
- Support the Office Manager (HR Lead) in recruitment and hiring for Ethiopian staff.
- Announce vacancies internally and/or externally, as needed and update the announcement in Dexis iCIMS system, local job adverts, bulletin boards and newspapers. Ensure that announcement is made according to Dexis rules and regulations and that all Dexis Regional field offices have been communicated about open positions.
- Make preliminary screening of applications for further short listing and present to the Hiring Manager/ HR Specialist and Office Manager.
- Screen and rank all applicants (both hard copy and on iCIMS system) using the pre-determined selection criteria and necessary forms. Provide the top screened candidates and screening report for review by the Hiring Manager and HR Specialist and Office Manager.
- Arrange appointments for short-listed candidates and contact candidates for exams/ interviews. Make sure that telephone screening is conducted and interview is setup as planned.
- Ensure HR policies and guidelines are being adhered to, local labor laws are being followed, and appropriate measures, policies, and procedures are in place.
- Manage the employee files, benefits and performance records with confidentiality.
- Work to successfully onboard all employees.
- Coordinate closely with HR unit staff to record changes to employee records, status changes, salary changes etc.
- Prepare different letters such certificate of work and final payment entitlements as per Dexis rules and regulations and Ethiopian Labor Law and forward to the appropriate signatory.
- Draft employment, promotion, adjustments, and internal transfer letters and forward to the appropriate signatory.
- Work with the HR Specialist and Office Manager to resolve personnel issues in consultation with the
- Deputy Chief of Party- Operations.
- Track recruitments and provides a daily status update on the share point, as assigned
- Maintain leave and sick leave roster documentation and consult monthly with the accountants for payroll compliance.
- Handle pension contribution documentation as per private social security agency procedure and report to the agency on timely manner, facilitate stamp duty payments as per the labor law
- Support HR Specialist and Office Manager on recruitment and documentation of temporary staff and STTA Independent consultants.
- Follow the payment track sheet for consultant payment and documents all necessary documents on share point.
- Collect all timesheets and invoices from respective program staff and facilitate payment requests.

Job Requirements
Minimum Requirements:
- Bachelor’s degree or equivalent university degree in a relevant field.
- At least 1-3 years of experience in relevant positions, such as human resources or operations.
- Experience with USAID or other donor-funded programs.
- Demonstrated understanding of local labor laws.
- Ability to ensure compliance with USAID and Dexis policies, procedures, and regulations, regarding travel, program operations, recruitment, and HR functions
- Strong written and oral communication skills
- Ability to prioritize and manage a high-volume workload in a fast-paced work environment
- Proficiency in MS Word, Excel, and other basic computer applications
- Experience living and working in Ethiopia.
- Fluency in written and spoken English and Amharic
Preferred Requirements:
- Prior experience in Human Resources
