Purpose

This post is important and in line with ZOA Ethiopia strategic plan particularly food security and livelihood interventions. In addition to this the post will help ZOA Ethiopia to assist the implementation of livelihood activities on creating Sustainable Livelihoods and Enhancing Food and Nutrition Security for Vulnerable Refugees and Host Communities in Dollo Ado. These often involves construction activities. Hence, the need to have a qualified and experienced assistant watershed of the refugee operation area for successful agricultural and NRM endeavors.  

Typical Responsibilities - Key end Results of the Position:*

• Take parts actively in selecting watershed sites for intervention with close coordination with donor agency focal person/s, ARRA, local government counter parts and other concerned stakeholders
• Collect baseline data for all watershed related activities necessary for soil, water and plant conservation and design of watershed projects.
• Mobilize local community for establishing community-based institution for Community-based Natural Resource Management (CBNRM).
• Support the process of forming Forest Management groups and environmental protection initiatives
• Develop Watershed management plans jointly with all concerned stakeholders
• Assist in the development use of resource interventions land use in formation and available water quality assessments to identify existing and potential source of non-point source pollution.
• Provide technical assistant in the planning and implementation of structural and non-structural best management practices design to restore and protect surface and ground water quality.
• Together with environment focal persons from concerned stakeholders, take part in capacity development need assessment of the local community members.
• Plan and conduct frequent surveys and field work for problem identification and suggesting new watershed sites for intervention in project areas.
• Engage in the joint developing and designing of the best-suited soil and water protection and conservation structures such as check dam, retaining walls(physical conservation), biological conservation and biophysical conservation.
• Synergies the watershed management activities with on-farm water management activities to ensure the integrated approach designed for the irrigation program.
• Conduct monitoring and evaluation of the watershed management and conservation activities in regular basis.

·        Report the achievements, threats and opportunities toward the project objectives in frequent manner.

Dealing with Problems:

The incumbent should have higher degree of problem analysis for both external and internal environments in order to propose viable solution which is in line with the organizational rules and regulations.

Communications and Working Relationships:

The incumbent should have high degree of communication skills in order to deal with the partners and stakeholders relevant for the smooth implementation of activities 

Job Requirements

Educational Qualification and Experience:·   

• Completion of BSc degree in Construction Engineering, Environment Engineering, Soil and Water Conservation Engineering, Natural Resource Engineering and management, Hydrology, or related field required or Equivalent Experience.
• At least minimum 3 years of work experience in watershed management in Somali region context (pastoral & agro-pastoralist community)
• Solid understanding and their conservation Activities
• Hands-on experience in developing designing
• Experience of conducting/facilitating training to the cooperatives.
• Knowledge speaking of speaking the local language is advantageous 

Skills Specific to the Post

• Excellent training and counterpart development skill
• Demonstrated collaborative approach including working with Government officials with good negotiation skills, diplomacy and tact
• Experience of working effectively with international or local agency in Dollo Addo  

Competencies and values

The incumbent should possess high degree of integrity and able to lead a team in a disciplined manner
