Project Description:

The Ministry of Agriculture in Ethiopia does not have sufficient capacity to create a policy and regulatory environment conducive to investment and economic development in the agricultural sector. Many government officials have little experience with market-driven private sector development. At the same time, private sector associations are not sufficiently strong and influential to voice their needs and problems that prevent them from successfully conducting their business to the public and to advocate for their resolution by the state authorities. There is also a lack of opportunities for the agri-food sector to participate in a constructive dialogue with those government organisations that are responsible for shaping the political framework. So far, the dialogue between politics on the one hand and associations of the agricultural sector on the other hand, take place only irregularly, and the representation of farmers' interests as well as MSMEs in the agri-food industry is not sufficiently effective at the national level.

Therefore, GIZ project aims to strengthen capacities of the farmers' and business associations in the agri-food sector and the Ethiopian Chamber of Commerce as a coordination unit to enable them to prepare, conduct and follow up on a Public-Private Dialogue on agribusiness issues. Also, the project will support institutionalization of the Public-Private Dialogue platform: regular dialogue formats and consultation mechanisms enable exchange between the private sector and the government. This process will be reinforced by regular data collection within the framework of “Agribusiness Investment Climate Survey”.

Job Description:

Tasks of the Expert:

  • Strengthening the target associations in the agricultural sector;
  • Development and implementation of a capacity development strategy for improving cooperation among associations in the agricultural sector;
  • Strengthening the Ethiopian Chamber of Commerce and its coordinating role;
  • Strengthening the service orientation of the supported associations.

Project period: 604 expert days throughout 10/2021 – 10/2024

Job Requirements

Qualifications:

  • Education: Master's or Bachelor's Degree in Economics, Social Sciences or Agricultural Sciences field of studies
  • Language: Language proficiency in English, C1 of the Common European Framework of Reference for Languages;
  • General professional experience: 15 years of professional experience in value chain promotion and capacity development;
  • Specific professional experience: 15 years of professional experience in association development and/or capacity development for associations and/or organizational development and/or promotion of service orientation of associations;
  • DC experience: 5 years of experience in DC projects.
