Background

The Advisor on Governance and Peacebuilding will deliver on the below tasks:

UNDP will cover the cost of travel of the individual to the duty station, as well as their return to their home upon completion of their services. Travel costs are covered only in the event that the function will be undertaken physically in the duty station and excludes working from home arrangements.

Office/Unit/Project Description
The newly established PAPS structure creates a renewed impetus to revitalize the AU’s approach to governance and peace and security matters and in 2018 a process for the reformation of the AU began. A crucial outcome of this reform was the merger of the former Department of Political Affairs and the Department of Peace and Security, which formed a new Department of Political Affairs, Peace and Security (PAPS).
This merger was important, to respond to the plethora of security and governance challenges that had been institutionally compartmentalized, leading to duplication of efforts, overstretching the already limited l resources. The 2016 AU reform process targeted at creating “a leaner commission…for more effective decision-making and implementation” was the firsts step in moving the Commission away from working in silos and towards pulling resources, both human and financial, to deliver better for the continent.
The imperative to revitalize the AU’s approach to governance and peacebuilding further draws from provisions of the various AU normative frameworks that have broadly acknowledge the intersectionality between governance and security. The agenda 2063, Africa’s blueprint for development, has captured these as some of the top priorities to deliver on the Africa we want. Aspiration 3 calls for an “Africa of good governance, democracy, respect for human rights, justice and the rule of law”, while aspiration 4 calls for “a peaceful and secure Africa”. In combination, these two aspirations reinforce the need for a comprehensive approach to peace, security and governance matters on the continent.
