Post title: Localization and Partnership Coordinator/Advisor

Reporting: To the Program Manager /Country Director

Duty Station: Base in Addis Ababa, Ethiopia with limited travel to the  field (95 % in Addis and 5 % in the Field)

Responsible: For managing STRIDE II activities proposed by the organization and IR STRIDE Team.

Grade: Not fixed since it is par time Job

Scope of the Work: The STRIDE II scope of the work is limited to IR Ethiopia office and be implemented within IR Operational areas in the Country. It is part-time job and we expect the person to be employed will serve maximum of 20 hours per week.

Job purpose

Islamic Relief has been introduced an approach that contributes towards strengthening disaster risk reduction program in its grant capacity, building individual capacity and organizational development of local partner for localization process. The approach is commonly known as “Strengthening Response Capacity and Institutional Development for Excellence (STRIDE)”. The Disaster Risk Management Department (DRMD) of IRW is in charge of this program to advice and direct towards the required standards. DRMD already completed STRIDE I successfully in some of IR operational Countries and has continued to expand it to other twenty two IR Operational countries under STRIDE II that were excluded under its STRIDE I program. 

Ethiopia is among the nineteen countries selected by the Disaster Risk Management Department (DRMD) to implement STRIDE II program so as to strengthen the capacity of IR Ethiopia in humanitarian programming through enhanced preparedness and partnerships. In order to move forward, Islamic Relief Ethiopia would like to recruit Localization and Partnership Coordinator/Advisor on par time bases that closely assist Islamic Relief Ethiopia Office.

Therefore, the main purpose of the job is to plan, implement, manage and accelerate the localization process within the Ethiopia program of Islamic Relief Ethiopia in accordance with IRW STRIDE team guidance. The incumbent will oversee the implementation of localization trajectories in line with the IRW Disaster Risk Management plan on par-time bases.

The Par time Localization and Partnership Coordinator/advisor, under administrative supervision of designated program manager is responsible to plan, organize, evaluate, coordinate and manage assigned tasks of STRIDE II that include strengthening of IR Ethiopia staff for undertaking localization, especially management of relationships with local actors; improving quality of humanitarian programs (joint ventures with local actors) and strengthening grants.

Job Requirements

Key Responsibilities

Par time Localization and Partnership Coordinator in line with the direction set by Islamic Relief and in close consultation and direction of the PM/HOP and CD will be responsible to undertake the following major activities:

  • Prepare work plan of newly recruited staff in consultation/input from STRIDE team.
  • Prepare partnership guidelines and other tools with technical support from STRIDE team.
  • Hold training for IR staff to use the guidelines and other tools of localization processes.
  • Review IR business model based on the emerging challenges. Provide suggestions for way forward.
  • Prepare paper on the way forward for the country program on localization.
  • Hold at least three training sessions for IR staff to strengthen their capacity for using the partnership guidelines and undertaking the partner in-take process.
  • Arrange exposure visits to INGOs who are having local partners (to learn and inspiration).
  • Participate and contribute in IR Global Learning Platform (GLP) and other relevant national events by other organizations.
  • Facilitate training and learning events for reflections on issues of localization outcomes, partnership guideline, exposure visits that contribute to the improvement of Global Learning events.
  • Identify at least three new local actors as implementing partners and conduct due diligence (capacity assessment) and screening (terrorist Check through IRW, board members, etc)
  • Establish partnership agreement for implementation of development or humanitarian work.
  • Document and publish (PDF soft file) lessons learnt and best practices in partnership management of local NGOs.
  • Share Lessons learnt and best practices with STRIDE team and other departments of IRW and other external audience.
  • Look for and participate in three public events of civil society organizations and present IR efforts for the localization.
  • Develop at least one donor funded project/proposal that promote localization activities in Ethiopia.
  • Prepare BSC with the technical assistance from STRIDE Team
  • Prepare/review BSCs on Quarterly basis and share the report with STRIDE team
  • Arrange meetings and document the dialogue outcomes
  • Carryout additional responsibilities as asked by supervisor and or country director

Person Specification

  • Masters or Bachelor degree in DRR areas, Sociology, or related fields
  • Four years’ experience in localization process, partnership development and managing DRR related projects. More specifically experience in providing consultancy service in localization process, DRR and promoting partnership in International Non-Governmental Organization.
  • Proven writing skills to develop manuals and reports
  • Strategic thinker and result oriented person
  • Good interpersonal skills and ability to work with a diverse team
  • Able to plan, priorities and organize self and others
