ORGANIZATIONAL CONTEXT

WFP Ethiopia Country Office (ETCO) is scaling up its corporate beneficiary data and transfer management system, SCOPE, to identify and register program beneficiaries and deliver assistance.

Currently, WFP ETCO registers beneficiaries targeted under the Desert Locust emergency response in the Afar and Amhara region. 

With the expansion of digital operations and to comply with Accountability to Affected Population (AAP) requirements, the CO seeks to conduct a Privacy Impact Assessment (PIA) to understand the implications of collecting, storing, and processing beneficiary data for ongoing and upcoming activities. The assessment will be multi-functional, encompassing protection issues that may arise from socio-political considerations, the use of complaint and feedback mechanisms, and existing IT systems and processes.

JOB PURPOSE

Under the leadership of ETCO Protection, Gender and AAP lead, as well as the Risk and Compliance Office, and with close collaboration with ETCO data protection focal points, the PIA Consultant will lead and coordinate Privacy Impact Assessment exercises prior, during, or after beneficiary data collection, storage, and processing activities run by the Country Office. First, the geographic scope of the assessment will focus on the Amhara and Afar regions, where beneficiary registration is being conducted.

KEY ACCOUNTABILITIES (not all-inclusive)

In collaboration with relevant WFP units, conduct and complete relevant Privacy Impact Assessments in line with ‘WFP Toolkit to Operationalize Beneficiaries Personal Data Protection.

Additional responsibilities include:

  •  Review the national legal frameworks on data privacy as it relates to data protection in Ethiopia. Areas of exploration: Applicability of UN privileges and immunities, Domestic legislation and regulations impacting people’s identity.
  •  Review secondary literature on the socio-political situation and relevance of identity and personal data, protection issues.
  •  Identify known or foreseeable actors that might be interested in requesting/accessing/seizing personal data collected by WFP to pursue humanitarian and non-humanitarian purposes, posing a risk of possible unintended use of personal data and harmful consequences on WFP’s beneficiaries.
  • Conduct consultations with relevant WFP units, including Programme, Digital Transformation, Cash-Based Transfers, Protection, Vulnerability Analysis, and Mapping and M&E, Risk and Compliance, Sub Offices and colleagues working on data protection at the Regional and HQ level.
  • Hold consultations with other humanitarian agencies (e.g. UNHCR, IOM, OCHA, Protection Cluster), government ministries, and affected populations (IDPs and resident communities, disaggregated by gender, age, and disability).
  •  Analyze data flows and quality as part of the dessert locust program and identify areas for improvement or relevant recommendations.
  • Review the Country and field-office data security standards.
  • Conduct a risk analysis of beneficiary data collection and provide recommendations accordingly.

STANDARD MINIMUM QUALIFICATIONS

Education

Advanced university degree in law, social sciences, humanitarian assistance, international relations, human rights, political science, or other related fields.

 Experience

  • Minimum 10 years of relevant work experience in data protection and privacy, human rights law, and international law.
  • Experience with privacy and security risk assessment and knowledge of relevant best practices.
  • Working knowledge of how-to data protection and privacy, including data governance, management of data-related risks, and data breaches
  • Privacy management certifications and information security standards certifications, and knowledge of GDPR would be an asset
  • Knowledge of and work experience in Ethiopia and the conflict-affected zone would also be an asset.
  •  Solid analytical and writing skills
  • Team spirit and excellent interpersonal relations

Language: Working knowledge (proficiency/Level C) of English is required­­­­

DELIVERABLES

  • Complete PIA assessment reports with relevant recommendations per each assessment conducted;
  • Organize a workshop to highlight and validate key findings and recommendations.
