TEAM/PROGRAMME: Program Development and Quality

Grade :2A

CONTRACT LENGTH: One year with possible extension

Duty Station: Addis Ababa

CHILD SAFEGUARDING:

Level 3: the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; ore because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE:

This role will be in charge of rollout and implementation of CPIMS/CPIMS+(Primero) and will support all the field offices in Ethiopia. The role will have a high-level oversight in the central management and running of the system; and ensuring of technical support to CPIMS Manager, data officers and case management teams for all the field offices – including in development context and emergency response programs. The post holder will conduct trainings and provide technical assistance and support through frequent visits to field offices to support high quality data documentation and monitoring through the CPIMS systems at the field level, that ensures quality case management implementation and impact. The post holder will also lead on implementation of Save the Children’s Country Office CPIMS and coordination with other key partners including UNICEF, UNHCR, ICRC and other child protection actors. This role has the ultimate responsibility for the configuration and maintenance of the CPIMS/Primero implementation within the Ethiopia Child protection program; the data it carries, and the case management work it enables. This role will need to be familiar with cloud-based deployments, understanding provisioning servers, deploying applications, setting up monitoring and other security measures, as well as local server deployments, networks, and hardware configuration (laptops, etc.).

This is a challenging role in a complex environment. It requires a dedicated, experienced and highly motivated individual who can manage the difficulties of coordinating, implementation of high quality, technical activities across several field offices, understanding both the development and emergency context, able to travel and work in such an environment and still be fundamental in helping to drive forward our programs and our ambitions.

SCOPE OF ROLE:

Reports to: Thematic Director for Child Protection and Migration

Staff directly reporting to this post: No direct reports to the position, but will have dotted line technical management of CPIMS Officers at the field offices.

Role Dimensions: Save the Children works in all 8 regions in Ethiopia. We work in humanitarian and development contexts to meet needs of children. All programs must adhere to internal quality standards and procedures.

The jobholder is required to have regular contact with primary users of the CPIMS/CPIMS+ and other stakeholders UNICEF, UNHCR and other agencies. Internally the job holder will be required to have direct relationship with all staff and management at all levels in ensuring the organizational policies and procedures are adhered to and complied with.

A.KEY AREAS OF ACCOUNTABILITY: 

As a member of the Senior Leadership Team:

The key areas of accountability apply to the Save the Children’s work in emergencies and in development settings.

  • Centrally lead in establishing; centrally coordinating and managing; and maintaining country office level child protection information management system (CPIMS), to the level of high quality standard. 
  • Periodically produce high quality documentation and reporting from the CPIMS system to inform programs and quality implementation of activities at the field level, and to input advocacy and communication briefs with donors and other stakeholders 
  • Maintain a program database and ensure that the databases are updated regularly.
  • Support the adaptation/ contextualization, standardization, operationalization and harmonization of existing CPIMS/CPIMS+ tools, forms and resources, SOPs and information sharing protocol across development and emergency child protection (CP) programs
  • Work closely with the Country Office CP and FTR teams, and other relevant technical and field staff on the roll out of the CPIMS /CPIMS+ where necessary. Ensure the appropriate set-up and roll out of the system based on the pre-defined phased approach in line with the case management data flow, referral pathways, SOPs for case management and the ISP
  • Offer technical support and training to CP and FTR teams in establishing, managing and maintaining their local level CPIMS and supporting teams to produce high quality documentation and reporting from each CPIMS field team that informs implementation of activities on the ground.
  • Support, and where needed lead on country level workshops, training events, and meetings aimed at experience sharing and developing technical capacity of staff at all levels, in CPIMS and other information management and reporting.
  • Support the organization and facilitation of CPIMS+ trainings with agency focal points contextualize the CPIMS+ implementation plan and CPIMS+ user guide.
  • Contextualize and roll-out basic trainings on case management to respond to identified gaps and priorities with support from CP Specialists.
  • Support data analysis workshops and generate reports/content to be regularly documented and shared with donors, CP actors and through other relevant networks
  • Support the review existing training and mentoring modalities, initiatives, materials and tools currently in use to determine lessons learned and provide recommendations for a capacity building plan.
  • Lead the implementation of the capacity building plan for CP IMS/CPIMS+
  • Identify and support the establishment of adequate, effective and appropriate mechanisms to facilitate case management coordination, information management system, and related capacity building to government mandated offices and other child protection stakeholders
  • Serve as an inter-agency liaison in rolling out CPIMS+;
  • Attend and initiate meetings with relevant government and non-government child protection actors and community-based mechanisms to support case management and roll out CPIMS+;
  • Coordinate with country MEAL teams to develop strong CPiE SMART monitoring systems and indicators and ensure that they are tracked periodically; and regularly monitor impact of case management interventions
  • Ensure the implementation of a child protection data protection protocol in case management; including protecting the confidentiality of the case information and serve as focal point for audit process.
  • Draft reports based on trends of cases for donors as needed;
  • Participate in relevant Save the Children’s regional and global CPIMS related workshops and learning initiatives
  • Represent SC at all relevant technical external task forces, working groups, seminars or other meetings / forums which have been identified and approved by line manager and the PDQ Director, and use these meetings to negotiate strategic, and advocacy positions related to CP information management systems.

Job Requirements

QUALIFICATION AND EXPERIENCE

Experience and Skills: 

Skills and Experience:

  • Bachelor's Degree in Information Technology, Statistics, Social Science, Computer Science or Project Management. In addition, Diploma in IT with a base in Database Development will be an added advantage and certificate in M&E is a plus.

EXPEREINCE:

  • Minimum of 8 years of experience working in INGO’s and or UN Agencies in developmental or in humanitarian programs, out of which 3+ years in field postings, and 3+ years working for an international agency on management information systems development. Experience in Child Protection Information management system will be an added advantage.
  • Proven experience of undertaking analysis of both qualitative and quantitative research using relevant software such as STATA or SPSS, Tableau and ATLAS.ti (to be assessed)

KNOWLEDGE SKILLS AND ABILITY

  • Good communication skills in English and local language is preferred
  • Proven skills and experience in system development, repair and maintenance
  • Full understanding of Excel and report creation
  • High level technical understanding of the deployment infrastructure (i.e. servers, ip addresses, databases, local and cloud deployments)
  • Preferably basic knowledge on case management and child protection programming
  • Strong information management and telecommunication skills and proficiency in IT/computer skills (including sound MS Excel, Ms PowerPoint and Ms Word proficiency).
  • Problem analysis, judgement, handling ambiguity and decision making based on fact and figures
  • Technical expertise in various data analysis software and proven experience using mobile technology for data collection with experience of electronic data collection using tablets or other devices.
  • Exceptional analytical and problem-solving skills and experience with statistical/graphical software or geo-spatial software
  • Proven experience with current technologies, such as web-based data management and analysis tools, digital data collection, mapping, Google applications, data visualization, interactive dashboards, etc.
  • Experience with ICT hardware, mobile phones and web-based technologies, particularly designing or deploying tools appropriate to limited-bandwidth or sub-standard infrastructure environments.
  • Strong communication and interpersonal skills, with experience working in multicultural, multi -location, values driven teams.
  • Commitment to and understanding of Save the Children International’s aims, values and principles

Desirable

  • Good analysis and report writing skills
  • Experience working in arid and semi-arid land (ASAL) settings, refugee operations preferred.
  • Experience in open source, mobile and emerging technology is extremely desirable.
