About IPHC-E
The International Institute for Primary Health Care in Ethiopia (IPHC-E), which was inaugurated on February 1, 2016 is envisioned to be a world class hub to learn about Ethiopia’s experience using PHC approaches to achieve dramatic improvements in health. The Institute also strives to provide a global perspective—historical and current—of PHC experience around the world. The mission of the Institute is to provide need-based training on PHC for trainees from Ethiopia, Africa and the rest of the world. Through PHC research, the Institute will also be able to provide up-to-date information on the strengths and weaknesses of Ethiopia’s own PHC program and contribute to continually build an even stronger PHC program that ensures fidelity to standards of care and high levels of population coverage of services.
Furthermore, the Institute plays a key role in the transformation of PHC systems by generating innovative ideas, testing these and other ideas in woreda innovation centers and consolidating the learning and best practices to facilitate knowledge transfer among PHC facilities and further achieve the highest possible impact.
This is done primarily by focusing on four programmatic areas: global support, local support, PHC advocacy and knowledge management and capacity building.
Background
Community engagement has been recognized as a fundamental component of primary health care (PHC) ever since the Alma Ata Declaration in 1978. Developing a meaningful set of practices that contribute to strengthening community participation has been a major focus of policymakers and researchers ever since the declaration. Ethiopia implemented various community engagement approaches to increase participation of communities in health for more than five decades. The engagement of communities in health has been more pronounced since the launching of the Health Extension Program (HEP) in 2003. Ethiopia has registered a tremendous achievement since the launching of the HEP in the health related millennium development goals. Nonetheless, evidence showed that, the implementation of HEP and Women Development Army (WDA) strategy started to slowdown in the post MDG era. The community engagement in health has also showed signs of stagnation and the Ministry of Health(MOH) envisioned to advance community engagement through designing and implementing alternative community engagement approaches and achieve universal health coverage(UHC).
Hence, through employing multi-pronged approaches, the ministry with its partners has designed two community engagement approaches in health to realize meaningful community engagement. The approaches are optimizing the existing community engagement platform and re-inventing community engagement strategy through producing village health leaders. To this end, the pilot testing has been started, a baseline assessment was conducted and the implementation of testing the new community engagement approach is progressing.
The testing woredas were selected in consultation with the respective regional health bureaus, zonal health departments, and woredas health offices. The testing woredas include;
The overall objective of the consultancy work
The consultant will work on the process evaluation of pilot testing of new community engagement approach since its inception to the current status of implementation in four testing Woredas and provide guidance in the evaluation process under the leadership of International Institute for Primary Health Care-Ethiopia (IPHC-E) and HEP and PHC directorate, MOH and its technical working groups.
Scope of work of the CE process evaluation consultant
The scope of this assignment includes the following, but not limited to:
Technically lead and conduct the evaluation process of CE
