Job Description
The year 2020 was unprecedented in the scale and complexities of issues arising in Ethiopia. The April 2020 countrywide shutdown of schools and institutions has impacted the most vulnerable nationwide, in particular, women, girls, and people with disabilities. Although the restrictions have now eased, the COVID- 19 pandemic continues and the economic, physical, and psychological impact is increasingly being felt. Other disease outbreaks, landslides, and political tensions have further impacted communities in the target areas. Crop failure, loss of assets, insufficient water supply, and lack of income-generating opportunities, and increased malnutrition have led to an increase in extreme poverty[1]. The pandemic has also exposed key vulnerabilities in national institutions, such as inadequate infection prevention and control (IPC). As of August 25, 2021, Ethiopia counted 278,543 COVID-19 cases nationwide[1], with 262,862 recoveries, 12,946 active cases, and 11,310 deaths making it the third most affected African country.
As pre-Austrian Development Cooperation (ADA) call for proposal, Light for the World(LFTW) in collaboration with Austrian Red Cross(AutRC) and CARE form a consortium to implement ACROSS Ethiopia Project (COVID-19 Response Across the Humanitarian – Development Nexus in Ethiopia) jointly. The consortium’s nexus approach considers both immediate needs and long-term sustainable solutions across the project objectives. The consortium will engage with actors from the humanitarian and development sectors including prevention and peacebuilding to develop new solutions that deal with the requirements of long-term crises. The consortium will ensure that the most vulnerable, including people with disabilities, girls, and women are included and served in the response efforts. The project is in line with the ADA Country Strategy for Ethiopia (2019-2025) and contributes to the strengthening of the resilience of vulnerable households against crises and climate-induced shocks, as well as Inclusive governance to foster equal access to basic services. It also addresses the complexity and multidimensionality of poverty and will have a strong focus on the inclusion of vulnerable groups, specifically girls, women, and people with disabilities by following the guideline of leaving no one behind. In addition, it adds to SDG 1, 3, 6, 8, and 10.
For the health and education components, immediate needs are addressed through supporting a safe environment in communities, schools, health facilities, and pre-hospital care for health workers, patients, students, and teachers by establishing handwashing facilities, supplying disinfection materials and waste disposal facilities. As water and latrines are critical for infection, prevention, and control (IPC) practices in health facilities and schools, the planned short and medium-term measures are providing access to sufficient water and latrines (partly mobile latrines that can be disinfected quickly and easily) including relevant awareness and maintenance mechanisms. These gains will positively influence the local health and educational situation, not only to prevent the development and spread of COVID-19 infection and other epidemic outbreaks in the future but also to ensure the provision of basic water, sanitation, and hygiene standards. Targeted support will be provided to women, girls, boys and people with disabilities by strengthening Referral Pathways and reporting at the community level to provide victims of physical or coercive abouse with the opportunity to escape, and/or be able to gain support from their peers when needed. This will also be accompanied by awareness-raising on GBV issues at the community level. The improved knowledge of women’s, girls’ and boy’s rights will also allow victims to understand how they may access legal support and long-term independence.
