The Government of Ethiopia (GoE) is promoting "Reducing Emissions from Deforestation and Forest Degradation" (REDD+) as pan of its long-term, overarching Climate Resilient Green Economy (CRGE) strategy. REDD+ is viewed as a vehicle to achieve the GTP II goals related to land use, land-use change, and forestry. The National REDD+ Secretariat, which is part of the Ministry of Environment, Forest and Climate Change (MEFCC), is leading the implementation of the national REDD+ Readiness process. As part of the national REDD+ process, the GoE selected the Oromia Regional State to pilot a jurisdictional REDD+ program called Oromia National Regional State Forested Landscape program (OFLP). OFLP would be a strategic programmatic umbrella and coordination platform for multi-sector, multi-partner intervention on all forested landscapes in Oromia. The program macs to contribute to a transformation in how forested landscapes are managed in Oromia to deliver multiple benefits such as poverty reduction and resilient livelihoods. climate change mitigation. biodiversity conservation, and water provisioning. OFLP would be financed by the donors to the Bio-Carbon Fund-Initiative for Sustainable Forest Landscapes (1SFL) through the World Bank.

The Oromia REDD+ Coordination Unit (ORCU), housed in Oromia Environment, Forest and Climate Change Authority, serves as a Program Management Unit for OFLP and coordinates implementation of related program activities across the entire Oromia National Regional State. The OFLP Monitoring and Evaluation (M&E) Specialist closely works with all project staff and relevant experts of OEFCCA and other implementing sectors at all levels of administration to ensure the M&E framework and preparation of annual work plan for the program.

KEY DUTIES AND RESPONSIBILITIES

The OFLP Monitoring and Evaluation (M&E) Specialist will ensure the M&E framework including the M&E manual for the program is in place. and responsible for preparation of OFLP annual work plan, budget and compile progress reports for review by the regional steering committee.

SPECIFIC TASKS

  • Coordinate and supervise OFLP plans (physical and financial) at all levels of OFLP structures (regional, zonal, and woreda levels);
  • Leads M&E by ensuring periodic and high-quality and consistent data compilation and consistent aggregation at all levels;
  • Manage the development of data collection methods and tools (survey tools);
  • Prepare formats and enters monitoring data for eventual processing and tracking of OFLP progress:
  • Facilitate capacity building training to OFLP staff on M&E, data collection, and processing methods, and use of monitoring tools;
  • Liaise with sectors' M&E experts, officials of other initiatives)projects for adoption and use of unified M&E results framework monitoring indicators, data collection, and processing system);
  • Compile and submit periodic M&E reports and also coordinate/carry out periodical reviews;
  • Assist in the preparation of periodic World Bank Group implementation support missions with M&E focus and
  • Perform other responsibilities and tasks as requested by the OFLP Coordinator.

DELIVERABLES

  • The OFLP M & E Specialist will deliver consolidated reports on activities (physical and financial) carried out regularly and prepare analytical briefings as requested by the OFLP Coordinator and mission agenda., discussion notes, minutes, presentations related to M & E. training materials. training schedule. back office reports. produced templates/ tools for data compilation & collection and communicate to field staff. reviewed reports/ documents, consolidated reports

REQUIRED SKILLS, COMPETENCIES, AND EXPERIENCE

The main skills, competencies, and experience required by the OFLP M&E Specialist are summarized below: 

  • Master's or Bachelor's Degree in Monitoring and Evaluation, Management, Economics, Statistic, Agricultural Economics, Sociology or Socio-Economic & relevant fields from a recognized university
  • A minimum of eight years of work experience for MA or ten years for BA in the field
  • Experience in developing and managing M&E systems
  • Sound knowledge of participatory M&E approaches and techniques
  • Fluency in written and spoken English, Afan Oromo Excellent written and spoken communication skills in English and Amharic (ability to write and speak in Oromi fa will be an advantage)
  • Sound knowledge in the development of result/performance-based indicators
  • Good computer skills both for entering and analyzing the data in the standard M&1-: systems
  • Experience in projects financed by external donors is an advantage

SUPERVISION AND COORDINATION

  • The OFLP M&E specialist will be based at ORCU in OEFCCA regional office in Finfinne, and closely works with all project staff and relevant experts of OEFCCA and other implementing sectors at all levels of administration. She/he reports to the OFLP Coordinator. 

DURATION

  • The OFLP M&E Specialist will be recruited initially for a period of 12 months, with the possibility of extension based on performance.
