Introduction

ASDEPO is a humanitarian, Civil Society Organization founded in 2014 that works in all regions of Ethiopia. ASDEPO fulfills its mandate by providing direct assistance to conflict-affected populations, including refugees, internally displaced people and host communities. Under its mandate, the organization focuses on emergency humanitarian response, rehabilitation and post-conflict recovery.

ASDEPO’ s operation in Tigrai Region currently is focused on GBV response to Conflict-Affected communities in Tigray Regional State, Adwa, Ahferom and Rama Woredas.

Job Summary

The primary function of the GBV Coordinator is to provide technical guidance and supervision for the successful implementation of all protection activities, in particular GBV prevention and response activities, of ASDEPO in IDP sites in Adwa, Ahferom and Rama. He/she is to ensure quality of implementation of protection-related program components, guide development of future protection activities, and provide support to protection staff in the field sites. He/she will also be responsible for managing donor relations and country-level representation. The position is based in Mekelle with frequent field travel.

Essential Responsibilities

Program Planning

  •  Work closely with the GBV technical advisor in HQ, protection officer and management team to ensure achievement of ASDEPO’s program goals.
  • Provide strategic direction and undertake analysis of GBV trends, gaps in services, and ASDEPO’s capacities to better address needs.
  •  Contribute to program design and oversee the preparation of concept notes and proposals
  • Contribute to ongoing programmatic assessments.
  •  Prepare financial plans including procurement and spending plans in line with protection programs.
  • Work with Logistics to procure protection program supplies.
  • Program Implementation and Capacity Development
  • Provide ongoing technical support and capacity building to protection staff during programmed implementation. Organize and lead technical trainings as needed both for GBV staff and other staff (capital and field-based) working in other response sectors to ensure protection mainstreaming
  • Provide technical support to strengthen and standardize programming across sites, including psychosocial support activities and case management systems, outreach and prevention strategies, youth-oriented response and awareness-raising efforts
  • Contribute to healthcare trainings to improve clinical response of rape
  • Provide guidance on information-sharing and data management systems, in particular the GBV system
  • Compile monthly, quarterly, and other reports, on time and with accurate data
  •  Spearhead establishment of women and youth friendly spaces as hubs for recreational activities, trainings, information, and support for women and youth

Coordination

  • Participate and contribute to the Tigray-based GBV working group
  •  Advocate for adherence to SOPs and on behalf of program teams as needed
  • Ensure maximum visibility of ASDEPO
  • Coordinate internally to support mainstreaming of GBV and protection in ASDEPO
  • Work with other partners to ensure smooth functioning of referral network for protection response, including timely and confidential access to all available components of GBV response

Human Resources Management and Training 

  • Assist in recruitment and support of qualified program staff as needed
  • Promote and support strategies for staff to do self-care
  • Regular field visits to support field teams
  • Conduct staff appraisals Assist in and organize training and capacity building of ASDEPO Health staff as well as Community Health Workers and other community members on appropriate topics.

Security

  • Comply with security protocols and policies
  • Consider security implications of all program activities, carefully reviewing new initiatives with program teams
  • Maintain flexibility to take on added responsibility as and when needed

Quantity required:

Duration:  6 months with a probability of contract extension.

Job Requirements

Education

  • Advanced degree in Social Work, Public Health, International Development or other relevant field of study preferred.

EXPERIENCE

  • Minimum 3-5 years of field experience, including experience in GBV program management and protection/GBV coordination.
  • Experience with proposal writing, reporting and M&E.
  • Relevant regional experience strongly preferred.

COMPETENCIES

  • Ability to exercise sound judgment, to remain flexible to a changing environment, and to make decisions independently
  • Strong communication skills, both oral and written
  • Ability to work well within a cross-cultural team
  • Fluency in Local and English Language is required
