The Association of Public Health Laboratories (APHL) through a Cooperative Agreement (CoAg) with the U.S. Centers for Disease Control and Prevention (CDC), Division of Global HIV/AIDS and TB Program (DGHT) and Division of Global Health Protection (DGHP) is supporting the Ethiopia Public Health Institute (EPHI) in implementation of programs to strengthen laboratory systems throughout Ethiopia.

The scope of the position encompasses project coordination and technical assistance with APHL supported activities in Ethiopia. The incumbent will serve as a liaison for APHL in-country with EPHI, CDC and any other pertinent partners.

Responsibilities

  • Serve as liaison for APHL in-country and provide routine updates to EPHI and CDC on program activities
  • Work with APHL headquarters staff in developing, planning, establishing, implementing and evaluating APHL projects in-country
  • Work with local consultants and support targeted technical assistance enhance laboratory capacity in-country
  • Develop a roadmap for activities and work with APHL headquarters staff to develop and manage work plans and timelines for project tasks using appropriate tools, track milestones and deliverables
  • Identify and document programmatic and technical issues and communicate with APHL on a routine basis
  • Define project success criteria and measurements for evaluation and disseminate to involved parties
  • Represent APHL at workshops and meetings
  • Effectively communicate project expectations to stakeholders in a timely and clear fashion
  • Develop situational awareness through regular meetings and focused brainstorming sessions
  • Develop and sustain key internal and external relationships and partnerships
  • Following notification to and concurrence by APHL and CDC, collaborate with subject matter experts at Africa CDC, World Health Organization (WHO) and other in-country partners
  • Conduct laboratory assessments to capture and document laboratory user requirements for Laboratory Information Systems (LIS) and other information systems used by laboratories in the public sector
  • Conduct laboratory assessments to determine laboratory needs and capture gaps in laboratory capacity and areas for improvement
  • Work with vendors to procure and deliver laboratory equipment and supplies 
  • Provide support and mentorship to EPHI technical teams (e.g. biosafety, quality management, laboratory leadership and management, etc), as needed
  • Identify strategies for integration of epidemiology and laboratory data and laboratory-based reporting
  • Communicate regularly with APHL headquarters staff and prepare and disseminate daily, weekly and ad hoc reports on project progress
  • Other duties as assigned

Employment type: Full-time one-year contract with a possibility of renewal for one more year upon the availability of funds and successful performance of year contract.

Line of responsibility - The Strategic Project Coordinator will report directly to the Regional Director

Professional Qualifications

  • Bachelor’s degree in Biology/medical microbiology or related field
  • Experience with Polytech LIS is an added advantage
  • Education and experience in a clinical diagnostic laboratory or in a public health organization (health department/laboratory) is an added advantage
  • At least 3-4 years of related work experience
  • Experience with data integration and development of standards is an added advantage
  • Experience with project management
  • Strong analytical, collaboration, written and verbal communication skills
  • Flexible attitude, organized, good documentation skills, reliable
  • Ability to work well in a team
  • Ability to work under minimal supervision
