Job Description

The Program Manager is responsible for ensuring the Operation Sight Accelerated TT backlog clearance project is successfully implemented in Sidama and SNNPRS (about 62 districts). S/he will be the major focal person in Orbis Implementation regions coordinating the implementation of project activities in the selected project areas in close collaboration with MoH, regional and zonal health bureaus. In addition, the program manager will have a role in supporting the national coordination of the project implementation by extending the support to other regions with close partnership with MOH, regional implementation partners and implementing partners and other key stakeholders. 

Duties and Responsibilities

  • Provide management and leadership for Operation Sight accelerated TT backlog clearance project in Sidama and SNNP regions as well support for national coordination
  • Closely works with project manager and respective regional health bureau to ensure project activities and targets are met with the set timelines.
  • Develops Regional and Zone based TT surgery plan and coordinates delivery of high volume and quality TT surgery.
  • In collaboration with staff and partners ensures TT backlog clearance from each targeted Zone.
  • Coordinate mobilization of large number of trained and skilled IECW to conduct outreaches and static TT surgery.  
  • Provide technical and administrative support to all Orbis project managers and field coordinators in implementing the project activities.
  • Coordinate review meetings in Orbis implementation areas
  • Develops and maintains trust and good relationships between Orbis Ethiopia, and regional health bureaus.
  • Ensure all planned activities are implemented as per the timelines and all the targets are achieved.
  • Maintains constant link between the implementing agencies of the selected Regions and Orbis International-Ethiopia.
  • Spearheads the development of and ensures the timely signing of a project agreement with SNNP and Sidama regions.
  • Overviews and ensures the regional program plans conforms to and tally with the National Program Plan.
  • Ensures that all regional implementing partners follow best practices in trachoma program delivery.
  • Provides technical and programmatic support to MoH, RHBs and the implementing partners.
  • Prepares and submits regular progress reporting in line with agreed formats and timelines.
  • Takes the lead to ensure quality implementation of the Operation Sight project activities.
  • Develops and implements periodic supervision and monitoring as may deem appropriate.
  • In collaboration with implementing partners and all stakeholders; plans, implements, monitors and evaluates TT surgery related activities and other SAFE strategies.
  • Regularly reports the progress of the Operation Sight implementation periodically.
  • Prepares national program plan for the upcoming year and performance report for the ended year as appropriate and as per the requirements.
  • Collaborates with other Program Managers and other programs and performs other duties as assigned by the supervisor.
  • Prepares and request monthly cash need to implement the project activities and closely work with the grant and compliance manager.
  • When deemed necessary; initiates, organizes and participates in mid-term and final evaluations of the respective projects and organizes end of project conferences and coordinate reports write up.
  • Takes the lead in relevant project concept note and project plan development for similar national initiatives when and as required.
  • Carrying out periodic and annual performance appraisals and provide on-going performance monitoring and feedback to the project team.
  • Ensures the submission of yearly procurement plan in time to the Operations Department.
  • Ensures the Field as well as project offices’ reporting requirements are met all the time
  • Ensure the Project shall submit yearly activity plan as well as performance reports in time for HR unit compilation and subsequent submission to the CSOA
  • Ensures Orbis Ethiopia resources are deployed for the intended purpose and protected from mis appropriations
  • Ensures budget utilization of the project offices is in line with the CSOA procedural requirements
  • Ensure staff movements from one project office to the other is based on Operations department security guidance and report any security incident a head of the trip

Job Requirements

Academic Qualification

  • Master's Degree in public health, health program management, health sciences or community ophthalmology with extensive experiences in eye health programs.
  • Having training on eye health: Essential
  • Health Program Management: Advantage

  Work Experience

  • At least 6 years of demonstrated field work experience in eye care service delivery and trachoma prevention and treatment of which at least three years in eye care project coordination, implementation and M&E
  • Work experience in NTD in general and Trachoma is advantageous
  • Training of integrated eye care workers

Required Skills

  • Excellent interpersonal and communication skills (verbal & written)
  • Ability to interact with people of diverse cultural backgrounds and foster an open trusting work environment
  • Knowledge of local language (at least speaking command) is an advantage
