Health System Strengthening and Quality Advisor

Amref Health Africa is an African-led international health development organization headquartered in Nairobi, Kenya. With a focus on women and children, the organization strives to overcome the most critical health challenges facing the continent: maternal and child health, HIV & TB, malaria, water and sanitation and health systems strengthening. Amref Health Africa in Ethiopia has been working in Ethiopia since 2002 in close collaboration with the Federal Ministry of Health implementing a range of projects in maternal, neonatal and child health, reproductive health, health systems strengthening, health workforce development, water and sanitation, HIV/AIDS and non-communicable diseases across the country, supported by a wide range of multilateral and bilateral donors, corporates and foundations. 

Amref Health Africa would like to recruit Health System Strengthening and Quality Advisor based in Addis Ababa (Country Office) and will report to RMNCH Program Manager.

The Health Systems Strengthening and Quality Advisor will be responsible for ensuring the Quality of FP/SRHR Services at the Primary Health Care Unit Level in Jimma and East Wollega, Oromia region, Ethiopia. S/he will work to improve the quality service in the facilities supported by the project in accordance with the National Health Service Quality strategy and other initiatives at like quality health service at community level. S/he will work very closely with the Ministry of Health to advocate for the project lessons to be incorporated in the national strategies and guidelines. S/he will share policy briefs and evidence for national scale up. S/he will work 2-3 days a week based at the Ministry of Health MCH directorate to provide technical guidance. S/he Will provide overall technical oversight in the areas of health systems strengthening and Health Service Quality. She/he will work closely with different directorates including health extension and primary care, health service quality directorates at ministry of health. 

Key responsibilities include:

  • Provide technical leadership and oversight for the planning and implementation of Quality FP/SRHR Services at the Primary Health Care Unit Level project
  • Include application of quality standards in the capacity building framework, to ensure that FP/SRHR services meet national requirements, as well as meet client expectations, review and adapt standards training materials, job aids, and other training materials on FP/SRHR
  • Review tools and frameworks to monitor the quality improvement at PHCU level and adapt for the project
  • Ensure effective planning, coordination, execution, and monitoring and evaluation of strategic and operational plans of the project.
  • Lead the monitoring, review and evaluation activities and operations research analysis, providing support to the M&E team.
  • Overall technical and operational capacity building of Amref project/Program staffs, and key MOH personnel at Regional, zonal and Woreda Health Office level in areas of quality improvement at program and project level.
  • Revise and implement the Amref health Africa quality framework and national quality assurance strategy provide regular coaching and support the QI activities in Packard project and other RMNCH projects
  • Ensure that QI-related monitoring data are captured and documented in various forms, including policy briefs, lessons learned, case studies, client satisfaction, and evaluations.
  • Collaborate with FMOH, RHB, to strengthen the QI mainstreaming at PHCU level and support the ministry of health in development of training curricula and quality improvement systems for primary health care unit
  • Actively participate in Technical Working Group Meetings, to share lessons and results from the project
  • Perform other duties as requested by the supervisor 

Job Requirements

  • Master’s degree in public health or other related field with Clinical background required.
  • Five to five years of relevant experience in health systems strengthening and health service quality improvement with deep knowledge of the Ethiopian health system
  • A minimum of 3 years’ of first-hand experience in strengthening health services, quality improvement, health provider training and capacity building, and supportive supervision
  • Proficiency in Quality improvement approaches
  • Familiarity with the quality of care mentorship and supportive supervision approach
  • Excellent verbal and written communications and presentation skills
  • Proven interpersonal skills and demonstrated ability to interact professionally with all key stakeholders
  • Computer literacy, particularly in the use of Microsoft Office
  • Experience of working with FMOH and/or RHBs
