BACKGROUND INFORMATION

The Government of the Federal Democratic Republic of Ethiopia has received fund financing from the World Bank toward the coast of East Africa Skills Transformation and Regional Integration Project (EAS-TRIP), The World Bank is financing an East Africa Skills for Transformation and Regional Integration Project (EASTRIP), which initially involves sixteen Regional Flagship TVET Institute (RFTI) of three East Afri-can countries including Ethiopia, Kenya, and Tanzania. The Project's development objectives are to increase access, improve the quality of TVET, and facilitate regional integration. Kombolcha Polytechnic College has been selected to be one of the beneficiary institutes in Automotive Technology that makes KPC Flagship TVET Institute by improving the quality of vocational education and training, Establishing the Project Implementation Unit (PIU) is one of the primary tasks to coordinate and effectively implement the project. Kombolcha Polytechnic College hereby invites applications from qualified candidates for the position of Contract Administration Specialist for the project implementation office. Kombolcha Polytechnic College now invites eligible individual consultants to indicate their interest in providing the services. Interested consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services for one year contract, with possible extensions upon satisfactory performance of the assignment.

Scope of the work/assignment

The Contract Administration Officer will be responsible for day-to-day contract management activities and will work closely with Project Team, and report to the Project Manager. Specific responsibilities include:

  • Review designs and BOQs, BDs prepared by Consultants, and provide comments, as necessary.
  • Prepare complete and well-defined contract agreements in consultation with the project team for all types of procurement categories.
  • Prepare contact implementation plans, monitor implementation thereof, review deliverables and manage contract changes.
  • Communicate schedules and subsequent changes to all affected parties. Intervene and agree on action plans to recover delays where possible.
  • Receive requests, obtains estimates, update records, initiates paperwork, and follow up on request for approval of work not previously covered in the contact; processes and obtain approval of contact changes. Identify variations to contract that will impact the schedule and ensure the schedule is revised to accommodate them
  • Monitor compliance to contract requirements ensuring all conditions are satisfied before approval of the final invoice.
  • Compile and prepare bid documents and bidders list, including inquiry preparations, request for bids, and recommendations for award of contract as per the World Bank Procurement Regulations.
  • Carry out contract management activities for other goods and consulting services to be procured under the project

Required Qualification, and Experiences

  • She/he should have of BSc or MSc Degree in Civil Engineering from a recognized university
  • Minimum seven (7) years for BSC and five (5) years for MSC and having at least 2 years experience in managing contracts in the World Bank-financed projects is advantageous
  • She/he should also have at least seven (7) or five (5) years of practical experience in building construction and contract administration for the first- and second-degree holders, respectively
  • At least two years' experience in managing contacts in World Bank-financed projects is advantageous
  • The candidates should also have adequate knowledge of the World Bank and Ethiopian Government procurement procedures and manuals, claim and contract management, negotiation, dispute resolution, and arbitration of project contact
  • Proficiency in computerized contract management systems is an advantage.
  • Excellent communication and team working skills and proficiency in English (Both Written & Spoken) are essential
