Introduction v

The Environment Forest and Climate Change Commission (FCC) in partnership with UNDP has been implementing a project entitled "CCA Growth: Implementing Climate Resilient and Green Economy plans in highland areas in Ethiopia through the GEF support.

The objective of this project is to mainstream climate risk considerations into federal, regional, and Woreda-level planning processes so that local communities across the Ethiopian highlands are more resilient to climate change.

The project is being implemented by the EFCCC of the Federal Democratic Republic of Ethiopia, in partnership with UNDP. The project is being implemented in 8 project sites namely at Dessie City Administration and Dewa Chef Woredas of the Amhara Region, at Yaya Gullele and Sebeta Hawas Woredas of the Oromia Region, at Arba Minch Zuria Woreda of The SNNP Region, at Hawassa City administration of Sidama Region as well as Tahtay Koraro and Atsbi Wenberta Woredas of the Tigray Region. The project has Project Management Unit (PMU) based at EFCCC at the Federal level and Woreda level Project site offices in each of the above-stated Woredas.

As part of the project staff the project is seeking to hire i) a Project Monitoring and Evaluation (M&E) Specialist and ii) Project Finance and Administration Assistant (PFAA), who will be based within the PMU and with regular field travel to project sites. Bo the M&E and PFAA will report to the National Project Manager at PMU located at the Ministry of Environment and Forest

Job Title: Project Finance and Administration Assistant (PFAA)

The PFAA will be nationally recruited and report to the PM. The PFAA will be familiar with UNDP financial administration procedures and financial reporting requirements. He or she will produce the necessary financial reports for UNDP and directly support the PM with administrative tasks. Specifically, he will:

  • Standardize the finance and accounting systems of the project while maintaining compatibility with the government and UNDP's financial accounting procedures.
  • Prepare revisions of the budget and assist in the preparation of the AWPs.
  • Comply and verify budget and accounting data by researching files, calculating costs, and estimating anticipated expenditures from readily available information sources.
  • Prepare status reports, progress reports, and other financial reports.
  • Process all types of payment requests for settlement purposes including quarterly advances to the partners upon joint review.
  • Prepare periodic accounting records by recording receipts, disbursements (ledgers, cashbooks, vouchers, etc.), and reconciling data for recurring or financial reports and assist in the preparation of annual procurement plans.
  • Undertake project financial closure formalities including submission of terminal reports, transfer, and disposal of equipment, processing of semi-final revisions, and support professional staff in preparing the terminal assessment reports.
  • Assist in the timely issuance of contracts and assurance of other eligible entitlements of the project personnel, experts, and experts by preparing annual recruitment plans.

Qualifications

  • BA degree in Accounting, Financial Management, or a related discipline such as business administration;
  • A minimum of 5 years experience in a senior finance position.
  • Previous similar experiences working for International Organization's. Working for a UN agency would be an advantage.
  • Experience with procurement processes is an advantage.
  • Good communication and computer skills and
  • Fluent in spoken and written Amharic and English.

Salary:

  • ETB 15,000 (Fifteen Thousand Birr) 

Language Requirements:

  • Fluency in written and spoken Amharic and English
