Purpose of the job:

The Finance Manager leads all day-to-day accounting operations, with functional responsibility for accounting, accounts payable, payroll, and grants administration. Responsibilities also include production of financial reports; proper maintenance of accounting records; accurate processing of financial transactions; and administration of a comprehensive set of controls and budgets designed to mitigate risk, enhance the accuracy of the organization’s reported financial results, and ensure that reported results comply with (IPSAS), adhere to grants management standards, and result in flawless audits.

The Finance Manager will in generally oversee the full spectrum of financial and accounting management including regulatory reporting. 

Main Responsibilities

Management Responsibilities

  • Provide leadership to finance and accounting areas of the organization.
  • Provide useful financial insights to help make better decisions about formulating and executing strategy and provide guidance and analysis to executive to improve results.
  • Manages day-to-day accounting, invoicing, payroll, cash management and internal financial reporting.
  • Maintain system of accounts and keep books and records on all transactions and assets.
  • Continually reviews work practices and procedures for better operational efficiency; and potential issues in accounts, financial processes and controls and proactively raise management attention to act and resolve. 
  • Identifies and communicates major funding gaps and recommends best working solutions to respective managers.
  • Prepare and analyze accurate monthly financial and management reports, including income statement, balance sheet, budget and variance, projections and forecast, and cash flow.
  • Maintain control of the following areas: general ledger, accounts payable, expense reports, billing, and payroll.
  • Supervise the Finance team and assign jobs accordingly.
  • Assist in the management of grants reporting, compliance, and reconciliation.
  • Prepare a variety of ad hoc financial scenarios as requested. 

Reporting Responsibilities

  • Assist in issuing timely, accurate, and complete financial statements for all levels, including Board of Directors, executive, and management.
  • Assist in coordinating the preparation of the draft audited financial statements and all tax returns.
  • Coordinate the preparation of financial information in the corporate annual report.
  • Recommend and report upon benchmarks against which to measure organizational performance.
  • Calculate and issue financial and operating metrics.
  • Assist in production of cash flow reports, annual budget, and forecasts.
  • Prepare financial and operating reports to support HFC operating agreement with CSA
  • Calculate variances from the budget and report significant issues to management.
  • Provide for a system of management cost reports.

Policy, Processes, methodology and systems

  • Ensures consistent application of HFC-Aus policies, procedures, and Network Standards in projects.

 People Management

  • Manage, Lead, Coach, evaluate the Finance department team. 

Budget, IAP’s and Controlling

  • Liaises with the Audit Committee and other auditors to ensure compliance with relevant statutory requirements and standards.
  • Advise which approach needs to be adopted for budget controlling.
  • Lead the budget preparation by following up with the deadline.
  • Set and follow up the implementation of the IAP’s set for the fiscal year.

 Reporting

  • Ensures accurate and timely reporting.
  • Produces and reviews financial reports, ensuring that expenditure is according to approved contractual budgets.
  • Prepares reports and presents findings to the HFC-Aus Senior Management, Board Executive Director and St. Yared School Founder.

 Project management

  • Provides financial advice on planning and analysis for HFC-Aus projects.
  • Provides support and input to project financial planning processes including monitoring progress.
  • Advises on operational structure of projects/programs in accordance with Network Standards and donor requirements, taking into consideration multiple currencies and co-funding requirements. 

Job Requirements

  • University degree in Accounting or ACCA and a CPA.
  • Minimum of 8 years of financial, project management/accounting experience within an international organization, multinational company or charity with complex donor requirements.
  • Excellent oral and verbal communication skills with a great Excel skill preferred.
  • Proven problem-solving skills
  • Attention to detail
