Job Description

ROLE PURPOSE:

The Consortium Manager (ECM) will support ECHO’s emergency consortium project lead by Save the Children in Tigray. The CM will serve as the consortium’s focal person with Clusters and Custer Coordinators to ensure SC and its implementing partners are fully aware of planning and discussions ongoing within the individual clusters and that they are kept informed of the consortium team relative activities. The CM will coordinate on with non-SC managed Emergency Response Mechanisms, to ensure that where appropriate the project activities are harmonized with other relevant Emergency Response Mechanisms including SWAN. The CM reports to the Deputy team leader for Operations but will work closely with other members of the Tigray Response Team and other support functions.

KEY AREAS OF ACCOUNTABILITY:

  • Coordination:                   
  • Coordination with Cluster Coordinators to ensure SC is aware of developments related to the clusters, including response planning, upcoming funding opportunities, and technical and operational discussions, and that they are kept informed of SC ER Teams relative activities.
  • Liaise with SC Technical advisors, program and operational, to ensure consistent messaging to clusters and that TAs receive timely information of developments in the relevant clusters.
  • Coordination with non-SC Emergency Respond Mechanisms to ensure that where appropriate SC’s ER activities are harmonized with other relevant Emergency Response Mechanisms;
  • Represent SC at cluster coordination meetings and other relevant coordination forums with NGOs, UN agencies, government stakeholders.
  • Partnerships:
  • Through engagement with clusters, support the Partnership Unit to identify potential partners with technical capacity and geographical coverage that complement the SC response priorities;
  • Support the Partnership Unit in conducting vetting of potential partners;
  • Assist in tracking and reviewing of consortium members, in receipt of sub grants, interventions project delivery, and burn rate against project targets and budgets.
  • Assist the Deputy team leader to ensure timely corrective action taken by partner’s/consortium members when required.

Other:

  • The CM shall take any additional responsibilities as requested by his/her supervisor, TL, and Area manager including below but not limited to them

Capacity Building:

  • Identify learning and training opportunities for Save the Children staff and partners and work as a mentor and role model for less experienced staff.

Representation & Organizational Learning:

  • Ensure that Save the Children's work is coordinated with efforts of other agencies and Government, and take a leadership role within Interagency Coordination forums, ensuring the specific needs of children are being addressed.
  • Oversee multi-agency coordination at field base or area of implementation, and lend support to cluster where appropriate to identify opportunities and material to contribute to communications and media work, acting as a spokesperson when required.

General:

  • Comply with Save the Children policies and practice with respect to child safeguarding, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.
  • Ensure the security, health and well-being of staff and that staff management and other processes and policies and systems reflect SCA’s principles of equity and fairness.

  • BSc/BA or MA/MSc in a related field of studies from a recognized University.
  • 5 years of management experience.
  • 3 years’ experience in managing and coordinating large emergency response programs.
  • Previous coordination experience either external or internal within your agency.
  • Knowledge and understanding of current contexts and management of emergencies.
  • Excellent written and oral communication skills.
  • Strong communication, networking, and representation skills.
  • Self-motivated, honest, and highly responsible.
  • Ability to work as part of a team as well as to work autonomously when required.
  • Have excellent skill in coordination and integration with external stakeholders
  • Good command of both spoken and written English.

Desirable

  • Multi sectoral program management skills and experience
  • ECHO rules, program management experience
  • National level representation with key stakeholders and co-ordination with other NGOs/UN
  • Fluent in English
