Job Description

The IRC began its programming in Ethiopia in 2000 by supporting refugees from neighboring countries and Ethiopians in crisis-affected and underserved communities. The IRC currently provides multisector assistance for both emergency response and long-term resilience building in Ethiopia, serving more than 660,000 refugees across 21 camps and over 2.5 million vulnerable Ethiopians in several regions. The IRC provides children, youth and adults with safe, quality educational opportunities that help them learn the skills they need to survive and thrive.

Position Description: 

IRC is seeking a Monitoring, Evaluation and Learning (MEL) Advisor for an upcoming five-year, multi-million-dollar USAID-funded Early Childhood Education (ECE) Activity in Ethiopia. The project seeks to strengthen Ethiopia’s ECE systems by administering systems strengthening interventions which promote high-quality and responsive Early Childhood Development (ECD) at the federal, regional, woreda, kebele, and household levels. The MEL Advisor will be responsible for developing and implementing the project’s MEL Strategy, in accordance with IRC, USAID, and international best practice. The MEL Advisor will work closely with the COP and technical staff to ensure that relevant data is collected, analyzed, and used to inform management and design decision, and to provide project updates, as required 

This full-time position will report to the Chief of Party and is contingent on USAID Approval and successful award of the project.

Job Responsibilities: 

  • Develop, manage and implement a rigorous system for monitoring, evaluation and learning across all project components by leveraging contextually appropriate qualitative and quantitative methods, drawing from a variety of data sources to measure progress and evaluate impact to support collaboration, learning, and adaptation; 
  • Provide training, assistance, and consultation, as needed, on interpretation and use of performance benchmarking measures, research measures, indicators, and reports;
  • Ensure that information gathered through M&E and research activities are routinely communicated in a relevant and timely manner so that data can be used for quality improvement and decision-making, including with program staff, MOE, USAID and other key stakeholders.  
  • Develop and ensure compliance with procedures for collection and reporting of project and program performance data to provide quality, timely data;  
  • Regularly review data collection processes, perform data quality assessments, and make adjustments as needed; 
  • Prepare the MEL section of the annual work plans, and of review or updates of it, as needed; 
  • Participate and provide input to program strategy, including necessary adjustments or refinements to the work plan;
  • Oversee baseline surveys and assessments and the implementation of the M&E system on a day-to-day basis;
  • Conduct regular visits to project sites, as possible, to provide technical assistance and ensure proper monitoring of project activities; 
  • Prepare inputs for regular and ad hoc reports.

Job Requirements

  • Advanced degree (PhD or MA) from an accredited university in social science, international development, evaluation research, statistics, or a related discipline required; equivalent experience may be substituted for graduate degree ;
  • Minimum of five years of experience in M&E for similar education programming. Experience with projects designed to achieve project results preferred;
  • Significant previous experience carrying out M&E activities, preferably for USAID funded projects;
  • Experience developing performance monitoring plans and associated data collection systems and methodologies
  • Strong negotiation skills and the ability to develop relations with local counterparts, donors, and other stakeholders
  • Experience working in the East Africa region and/or Ethiopia on ECD programming
  • Strong communication skills, both oral and written
  • Fluency in English required
