We are looking for a National RISE Technical Advisor to be part of the advisor’s team seconded to FMOH, MCH Directorate through the CIFF funded RISE program. The National RISE Technical Advisor will provide strategic, technical, and programmatic support to FMOH, MCH Directorate, in the areas of Adolescent and Youth Health and Family Planning service programs. S/he will work collaboratively with the RISE team, functional units within FMoH, Regional Health Bureaus (RHBs), and other relevant partners in enhancing equitable access to high-quality, efficient, and effective family planning services. More specifically, the advisor provides high-level technical assistance, including quality of care to the MCH Director, FP team leader, AYH case team leader and staff, and other relevant directorates and agencies of FMoH as it relates to the adolescent family planning service program. S/he will work with the relevant teams of professionals to develop/update the Adolescent Family Planning service-related policy/strategy/guidelines and ensure proper implementation. S/He will provide and follow-up of trainings and mentoring/coaching to PHCU health experts and service providers.

Currently, all RISE staffs are engaged in the technical assistance roles, though the level of engagement in providing technical assistance varies. The National RISE Technical Advisor will engage in the vertical and horizontal integration of RISE to have a strong interface and collaboration with the health system at different levels. Similarly, the quality managers and monitoring, evaluation, and learning managers are engaged in providing technical assistance and actively participating in different TWG meetings.

Institutionalization: this task is mainly responsible to identify key MOH policies, strategies, training materials, and annual work plans for Smart Start integration and provide technical assistant to MOH and RHBs to integrate Smart Start in their different strategic documents.

Scale-up: for the horizontal scale-up activities which are supporting the health system in cascading the innovation in a wider approach i.e in 465 districts. The post will work closely with MOH to cascade Smart Start in all RISE woredas (465) and generate evidence through the health system.

Quality of care: is working closely with different directorates of MOH including the RMNCH, HEP&PHC, and Health Services Quality Directorate to assure the quality of health services through providing technical supports in the development of different tools, preparation of training materials,

Monitoring, Evaluation, and Learning (MEL): Will closely work with the PPMED to align the RISE data need for evidence-driven decision making. S/he will work on the integration of RISE indicators in the chbasis.st, M&E plans, and review forums. In collaboration with the PPMED teams, s/he generates, analyzes, and shares data from the DHIS2.

Key Result Areas:

  • Institutionalization of smart start in the key policy, strategy, plan, budget and monitoring and evaluation systems of MOH, RHBs.
  • Scale up of RISE in 465 woredas.
  • Ensure quality of services, embedment and integration of data need into the MOH’s system.
  • Generate and analyze performance data to support evidence-based decision making

Your contribution

Support Implementation of Planned Activities of AYH activity including RISE program

  • Provides high-level technical expertise/guidance and support to the FMOH, MCH Directorate on AYH and FP service with policy analysis and application, implementation of strategies, standards, and quality assurance.
  • Provides technical support for the implementation of the consolidated annual work plan and priority areas on AYH/FP and RISE including the design and implementation of initiatives; makes technical review and inputs to national AYH and SRH strategies, guidelines, manuals, and other documents and interventions.
  • Coordinate and oversee the AYH/FP component of the HSTP including, providing technical support focusing on providing quality service to all; assist the implementation of the consolidated annual work plan for strengthening support to RISE, Adolescent and, Youth Health services and FP with a special focus on RISE project area.
  • Ensure alignment of some relevant documents related to FP and RISE with the context of RISE Woreda and the need to redress woreda disparity in FP services.
  • Provide technical advice and oversight on clinical standards and practices of FP, including Smart Start, to be in accordance with the national standards, guidelines, and protocols.
  • Support in-service integration of RISE with other services,
  • Provide technical guidance to identify, document, and disseminate evidence-based best practices in relation to RISE program that addresses the need for different contexts and benchmarks with the required focus for the underserved group and minimize the service gap of low-performance woreda.

Capacity Building

  • The technical assistants are expected to identify the training needs of the regular staff and provide capacity-building trainings to foster a better understanding of the innovation while also transferring skills and knowledge. 
  • Knowledge and skills transfer to staff of the MOH and RHBs to strengthen the public health sector and ensure the sustainability of the RISE program.
  • The TAs should update their knowledge and skills through different means to be able to provide high-quality and impactful support. 
  • Provide technical support and inputs to prepare periodic reports and interpret results focusing on geographic and other equity dimensions and disseminates results including project reports, publications, summaries, and special reports focusing on RISE Woredas.

Support Coordination and Partnership

  • Coordinates and actively participates in regular AYH/SRH technical working groups, joint supervision, and other relevant national and regional level FMoH led activities.
  • Facilitates effective partnership with stakeholders engaged in SRH program, assist in coordination and support existing national level SRH related platforms and initiatives to strengthen regular SRH related policy analysis, planning, delivery, and monitoring.
  • Works collaboratively with the FMOH, RHBs, PSA, NGO partners, bilateral and multilateral donor agencies to enhance commodity security for FP including, providing training, information, and knowledge-base and methodologies to national counterparts, planners, policymakers, programme managers, and service providers.

Support Planning, Monitoring and Use of Data for Decision

  • Works with the Knowledge management, monitoring, evaluation, and research team in tracking national and regional maternal health and SRH performance data/indicators and facilitates formation use for action. Support the FMoH and RHB staff to gather evidence of the RISE programme impact and document lessons learned.
  • Provides technical guidance and support to identify, document, and disseminate evidence-based best practices in relation to RISE program. 
  • Provides technical support and inputs to prepare periodic reports of programme results and disseminates results including project reports, publications, summaries, and special reports. Make an analysis of data and show improvements on changes on FP and AYH services of the country, and disaggregated data of the regions to identify the disparity within regions and facilitate the use of data for decision with the focus of RISE woreda.

Job Requirements

What are we looking for? The basics

  • Master’s degree in Public Health or related fields with ten (10) years of demonstrated experience in clinical service, implementation, monitoring and evaluation of FP, Maternal Health including AYH and other SRH programs in Ethiopia.

  • Proven experience in preparing policy documents such as strategies, guidelines, training materials and job aids.
  • Experience in providing technical assistance for FMOH, RHBs or similar entities is advantageous.  
  • In-depth knowledge and understanding of Ministry of Health structure and health service delivery system of the country
  • Proven experience in quality assurance process, training, training follow up, mentoring/coaching of trainers and service providers of PHCU and other SRH related services
  • Demonstrated leadership in working and collaborating with a wide range of partners including FMOH, RHBs, universities/teaching hospitals, and development partners
  • In-depth knowledge of Ethiopian heath sector transformation plan (HSTP) and national level policies, guidelines and standards on maternal health/SRH
  • Ability to interact with experts and collaborators across multiple disciplines, program areas, cultures and mentor team with excellent interpersonal skills
  • Proven capacity to oversee development/implementation of work plans, monitoring and evaluation activities, and reports
  • stakeholders: express concisely and clearly ideas and concepts in written and oral form
