Advisor Value Chain Development 

GIZ- Internal / External Vacancy Announcement #156/2021

CLM – Climate Sensitive Innovations for Land Management

 Since 2008, the Ethiopian government, namely the Ministry of Agriculture, operates the Sustainable Land Management (SLM) program to reverse land degradation and increase agricultural productivity in the highlands. The SLMP aims at reaching two million households in more than 7,000 micro-watersheds in Amhara, Benishangul Gumuz, Gambella, Oromia, SNNP and Tigray.

GIZ provides technical assistance to this national flagship program since its inception, at national, regional, and local levels. The new program module “Climate-Sensitive Innovations in Land Management” (CLM) will run from July 2021 to June 2024). It focuses on capacity development of SLM actors through policy and institutional advisory, field-level coaching and advisory services, training, networking, piloting field activities as well as research and communications.

Responsibilities:

  • Analyze and document existing and potential value chains in the lake catchment for further development
  • Develop context specific approaches and concept for inclusive and sustainable NRM based value chains development  
  • Develop incentive mechanism for the protection and maintenance of the lake catchment 
  • Develop of guidelines and strategies related to economic use and management of ecosystem service of lake catchments
  • Identify /analyze capacity needs of SLM implementing partners in the lake catchment and facilitate capacity development on economic use of watersheds resources
  • Provide professional advice to partner staff in the valuation of ecosystem services and market linkages for watershed products and services in the lake catchment
  • In collaboration with the consulting firm, analyse and map stakeholder’s including private sectors engaged in NRM based value chains in the lake catchment
  • Facilitate networking and knowledge sharing for actors engaged in value chains development of the lake catchment products
  • Develop model in public and private partnership and linkage between watershed communities/ producer groups
  • Ensure proper planning and implementation of inclusive value chains by partner staff, consulting firms and CLM advisors
  • Provide technical advice, coaching and backstopping support to woreda and zone advisors in developing business plan and economic analysis of watershed products 
  • Plans implement and monitory capacity development measures for SLM implementing partners at zone, woreda and community level.
  • Provide technical input in the review and development of digital training materials module in value chain and sustainable production 
  • Timely prepare periodic plans and reports for the management to allocate resources accordingly.
  • Performs other duties and tasks at the request of management 

Job Requirements

Qualifications

  • Postgraduate degree (MA) in rural development, agricultural economics, Value chain development, or other relevant subjects.
  • Excellent knowledge of English (C2) and Amharic, written and spoken.

Professional experience

  • Minimum of 5 years of professional experience in value chain/economic development
  • 3 years of sound sector-specific up-to-date knowledge in the fields related to SLM and practical experience on business plan development, value chain analysis and environmental & social safeguard issues
  • 3 years of experience in developing and building good working relationships with development partners, government organization and with other public and private sectors

Other knowledge, additional competencies

  • Excellent communication and presentation skills on different hierarchical levels, including conflict management skills
  • Willingness to learn independently and proactively
  • Ability to efficiently use standard IT applications (i.e. MS Office Outlook, Word, Excel, etc.) and digital media, including modern video conferencing tools
  • Self-starter and self-organizer, ready to achieve high standards of work, as documented through steady professional growth 
  • Team player with a focus on jointly achieved results 
  • Excellent time management and good project management skills
