Job Description

In Ethiopia, Plan has more than 25 years of experience in implementing its program. Currently PIE mainly operates in seven geographical areas; Amhara, Oromia, SNNPR, Gambella, Benishangul Gumuz, Afar, and Addis Ababa City Administration on different projects funded by different donors including sponsorship.

Plan International Ethiopia's main purpose is to seek Gender Justice for Girls, Adolescent Girls, and Young Women. We aim to help create an enabling environment where girls, adolescent girls, and young women are safe, valued, equally cared for, and have equal opportunities. PIE will contribute to the global strategy by aiming to reach directly 2.1 million Girls, Adolescent Girls and Young Women over the period of the strategy 2020-2024 and to reach an additional 6.3 million beneficiaries through its interventions

As part of its emergency response, Plan international Ethiopia (PIE) starts implementing ‘Safe and Quality Education for Girls and Boys in Displacement Situations in Ethiopia’, funded by European Union, which part of BRiCE program (Building Resilience in Crises through Education). The project is being implemented both in host and refugee communities of Gambella region. The project aimed at improving access to safe, quality ECCD and basic education in fragile, refugee camp settings and host communities through strengthening data collection for creating and disseminating a solid evidence base of what works to enhance access to quality and safe education in crisis affected environments.

To support the implementation of gender related activities of the project, Plan International Ethiopia is looking for a qualified and dedicated Gender Officer for Gambella Program Area.

Under the overall guidance and supervision of the Emergency Gender Coordinator, the Gender Officer will play a great role in the implementation of gender action plans of the BRiCE project. The post holder is responsible for project design, assists implementation of Gender mainstreaming in the project. S/he will be responsible to Provide capacity building trainings on gender equality and mainstreaming for different stakeholder at project implementation area, Collaborate with other project staffs and conduct gender related capacity building activities for staff members, incentive workers, and other sector workers PIE.

The post holder will be part of the project team in the program area in pursuing the implementation of the project. He/she will need to work and co-ordinate closely with the EU BRiCE Project manager, Emergency Gender Coordinator, Education/Protection/staffs and others governmental & non-governmental stakeholders working in the refugee camps and host communities. 

Duration: Six Months with the possible extension 

Accountabilities and MAIN WORK ACTIVITIES

Program design and implementation (60%)

  • Make sure that all gender related activities are implemented as planned in the project
  • Participate in the baseline, mid-term, and end evaluation with a close collaboration with the monitoring and evaluation teams.
  • Working closely with school gender cubs to ensure gender transformative and inter-generational approaches are well integrated in the project implementation process
  • Provide various capacity building training for target beneficiaries
  • Facilitate implementation of gender related periodic assessment and activities to be conducted using consultant or in house capacities with in the standard qualities for the emergency project.
  • Support knowledge management and learning efforts by producing and documenting project monitoring reports, cases stories and articles in relation to gender in the project area.
  • Ensure CCCD principles and strategies are mainstreamed across gender tools and frameworks and are implemented accordingly.
  • Ensure the mainstreaming of CP, DRR and inclusion in PCM process.
  • Carryout any other duty as assigned.

Monitoring, Evaluation and Reporting (30%)

  • The Gender officer need to review reports of activities whether gender components are well integrated
  • Need to take part in evaluations and supervision of activities to ensure gender components are incorporated
  • Conduct regularly gender marker and assessment to identify possible gaps and provide required remedial solution

Other Responsibilities

  • Within the scope of the role, there will be additional assignments as needed.
  • Seek and promote innovative ideas, approach to ensure quality of work

Safeguarding Children and Young People (Safeguarding) and Gender Equality and Inclusion (GEI)

  • Understands and puts into practice the responsibilities under Safeguarding and GEI policies and Plan International’s Code of Conduct (CoC), ensuring that concerns are reported and managed in accordance with the appropriate procedures.
  • Ensures that the team members under supervision are properly inducted on and understands their role in upholding Plan International’s safeguarding and GEI policies;
  • Ensures that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in day-to-day work.
  • Ensures that Plan Ethiopia contributes to Plan International’s global efforts to ensure safeguarding and GEI, including making sure that relevant reporting and data are submitted. 
  • In overall term integrating safeguarding and gender issues within the M&E framework of BRiCE project
  • GEI, including making sure that relevant reporting and data are submitted.

Physical Environment

The incumbent will spend much of his/her time in field office and targeted districts where the travel requirement is often.

Job Requirements

Educational Qualification and Experience

  • Bachelor degree in Gender studies, social work and other related social science, and substantial experience (minimum of 3years) in gender and development programs/projects

 Knowledge

  • Experience in gender advocacy and networking. Experience in designing & facilitating training
  • Good knowledge on Gender Mainstreaming, and Experience in gender projects and experience at community level projects
  • Knowledge of current international development trends and thinking on program effectiveness and in Child Rights programming
  • Strong organizational and project implementation skills, and ability to deliver to work in hardship area
  • Knowledge of the sector specific development issues such as education, health, child protection, emergency responses, inclusions and DRR issues
  • Understand organizational principles, systems and have the ability to provide leadership and support to staff working at community level
  • Good report writing skills
  • Knowledge on inclusion and gender
  • Understanding of integrated development issues
  • Knowledge of child-rights programming
  • Knowledge of participatory monitoring, evaluation and research systems and processes
  • Good report writing skills
  • Working experience with children, youth and adults.

  • Ability to analyse information and evaluate options including planning skills.
  • Proficient in computer skills and use of relevant software and other applications.
