This role will ensure the implementation of Plan’s Child Protection Policy in PIE and thus protects children from abuse from all that come in to contact with them through Plan’s work.
Accountabilities
Project design, implementation and management support
- Participates and assists the WASH program team in the overall WASH program M&E system development with the required performance measurement Framework, monitoring data collection methods, implementation strategy, approaches/tools, and resources allocations.
- S/he provides viable technical inputs that ensure child protection, gender equality and inclusions perspectives are reflected well in all WASH projects M&E plans, data collections, management, activity implementation, documentation and reporting.
- Supports the WASH-SDG team in realizing the Program Quality Policy (PQP) of Plan International for WASH-SDG in terms of measuring and tracking how the program is contributing for girls and women equality through gender transformative approach, inclusive, ensure value for money, along with other quality standards of the program activities, outputs and Outcomes at every steps of the implementation period.
- Supports the PA WASH-SDG regional (WATSAN) coordinator in organizing regular WASH project coordination meetings, review meetings with the WASH-SDG team and Key stakeholders including government WASH sector offices.
- Organizes TOR and other required arrangements for timely budget forecasting and preparations of M&E and GWMT trainings/workshops, monitoring data collections, review meetings, evaluations, surveying/assessments, etc. planned in the WASH-SDG program target districts and communities.
- Provides Gender Equality and Social Inclusion (GESI) trainings and consistent technical supports for WASH-SDG program team within Plan and government district experts, institutions, etc.
- Proactively supports and facilitates the WASH-SDG team in regular monitoring; update progresses compared to the planned (activities, outputs and outcomes), timeframe and budgets.
- Facilitates regular and systematic monitoring data collections including numbers of direct and indirect beneficiaries, disaggregated by age, sex, disability, wealth status, location, etc. of WASH program/projects.
- Provides regular and timely updates of feedback from government WASH sectors, institutions, community members including girls, children and other stakeholders.
- Provides regular and timely updates on WASH program/projects challenges and risks to the supervisor and other WASH team members to be able to take mitigation measures as a team aptly.
- Supports and assists the Program Management Team PMT (as deemed necessary) in anticipation and mitigation of risks and trouble-shoot any unforeseen challenges during project implementations period in the PA.
- S/he will collaborate with the (PMT) to contribute that all projects promote gender transformative and positive change for girls and child protection perspectives as part of realizing Plan International’s GE and CP strategies.
Project Monitoring and Evaluation
Manage Monitoring and Evaluation Framework
- Under leadership of the Program Area Regional WASH-SDG (WATSAN) coordinator, s/he will keenly participate and contribute for development of Project outputs and outcomes monitoring and evaluation (PMP) plan, including developing and overseeing the project’s Performance Measurement Framework (PMF), Data Flow (DF) and detailed M&E Plans,
- Ensure alignment between the WASH-SDG theory of change, Project Logic Model and PMF, and between PMPs and data collection tools and protocols.
- Facilitate field-level participatory validation of PMF and M&E Plan for WASH program/projects.
Tool development and data collection methodology
- Ensure the implementation of practical data collection forms to track activities, outputs and outcomes, including validation and translation (if applicable).
- Support the standardization/adoption of GWMT sampling, data collection exercises, analysis and report compilation process in WASH-SDG target districts/communities based on the GWMT practical experiences.
- Support the development of survey and interview protocols and guidelines
- Ensure all implementation activities and transactions have an associated data collection form
- Field test all questionnaires and facilitate debriefing session
- Establish adequate survey clusters, create accurate sample sizes and encourage random sampling
Data collection
- Train enumerators/staff on data collection tools and protocols
- Build staff skills in gender-transformative facilitations
- Create protocol for survey supervisors, including cross-checking checklist and mechanism
- Oversee and conduct data collection by enumerators and program staff
- Facilitated Focus Group discussion and collect case studies
- Liaise with officials to obtain SRHR and CP related secondary data
- Compile Primary and Secondary data generated by Field staff, enumerators and secondary sources
- Carry out random spot-checks on data collection to ensure quality and consistency of data
- Ensure that data collectors follow protocols and quality controls
- Early identification of anomalies or outliers and suggest corrective actions
Management Information System (MIS) and Reporting
- Support the design of project Database and automated tablet-based MIS at PA level and target district government WASH sector offices.
- Overall management of the MIS at the PA level, ensuring completeness and accuracy of data and automatic reports
- Assess and correct data entry issues, including missing values, double entry and anomalies
- Undertakes regular field visits to provide technical guidance and supervision as well as regularly monitor the progress of WASH-SDG program outputs and activities as per plan
- Generate and interpret summary tables and provide reports and recommendation to management
- Include data interpretation and discussion during project monthly meetings
- Support the organization of feedback workshops to validate data and discuss implications
- Support the project team members in lessons learned documentation, sharing and reflection for project planning and decision making.
- Draft reports on key indicators for project stakeholders and communities
- Support the development of external knowledge sharing strategies
- Coordinate input to government agencies and research institutes
Capacity Building
- Assess M&E capacity needs of WASH-SDG team, at the PA level, and develop and deploy a comprehensive capacity development plan on key M&E topics, including theory of change, Result base data collection and facilitation, and data analysis and interpretation
- S/he carries out capacity assessments to government WASH sectors and develop and deploy a comprehensive capacity development/ building plan to establish the WASH-SDG program systematic M&E system, including theory of change, Result base data collection and facilitation, and data analysis and interpretation..
- S/he will mentor and ensure training for project and government WASH sector M&E assigned staffs on standards and instruments on appropriate monitoring data collection and managements on WASH projects.
- S/he assists the WASH-SDG team in the development of gender- transformative, inclusive, nutrition sensitive WASH and Climate change Vulnerability resilient outputs and outcomes indicators data gathering.
Thematic integration of Child Protection, Gender Equality, inclusions and climate change vulnerability and resilient.
- Ensures that Plan International’s global policies for Child Protection (CPP) is fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to its area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.

Job Requirements
Essential
- Bachelor’s Degree in Public health, Economics, Sociology, Social Work or Psychology with at least 5 years relevant experience of which at least three years’ experience with NGOs.
- Demonstrated experience in the management of gender equality, inclusions of marginalized people and child protection focused projects.
- Knowledge of both qualitative and quantitative research methodologies and data collection, analysis and reporting
- Practical experiences working in WASH, public health and other development projects, specifically M&E, implementing and managing systems
- Strong capacity to develop and implement comprehensive monitoring and evaluation plans, including data collection tools/instruments and quality assurance protocols
- Knowledge of effective participatory training facilitation, Monitoring, Evaluation and Research systems and processes.
- Ability to coordinate large data collection processes and manage large datasets, including processing, verification, analysis, interpretation and presentation of gender-transformative and inclusive, quantitative and qualitative data
- Experience working with national/provincial/district level data sources, including government statistical sources and SRHR indicators
- Experience and skills to lead technical capacity building in monitoring and evaluation amongst staff and partners
- Strong facilitation skills to lead review/reflection meetings with the project team, partners and other stakeholders and promote the use of M&E data
- Strong computer literacy skills, including experience with spreadsheet, database and statistical software
- Strong analytical and written communication skills to contribute to the development of high-quality, accurate and timely reports
- Strong collaboration skills to work successfully with internal and external partners
