Introduction
Save the Children believes every child deserves a future. We endeavor to ensure children a healthy start in life, the opportunity to learn and protection from harm. We do whatever it takes for children – every day and in times of crisis – transforming their lives and the future we share.
Save the Children is currently implementing a five years program funded by the Irish Aid. The program aims to support women and girls in the lowland regions of Ethiopia in realizing their rights, living healthier lives free from violence and accessing productive resources. It intends to enhance social and economic empowerment of women and girls to achieve gender equality and the prevention of gender-based violence. The program integrates gender, education, health and livelihood sectors to achieve gender equality and prevent gender based violence in its target areas. The program aims to directly benefit over 18,000 young people and youth (70% girls) and over 6,000 adults (70% women). It also aims to reach 1,400 government sector office representatives and other service providers
The first year of the project focuses on developing guidelines and manuals to address negative gender norms and socio cultural practices that promote gender based violence. The project will use the manuals developed to bring community level behavioral and practice changes and improve the wellbeing of women and girls in Afar and Somali region targeted woredas.
As part of the manual development activities, SC has planned to develop two manuals. The first manual is adolescent girls’ resilience/life skill manual and the other manual is men and boys engagement manual. The purpose of the first manual is to enhance adolescent’s agency, resilience, knowledge on sexual and reproductive health, financial skill, self-protection, decision making, communication, leadership and other skills. The other manual aims at enhancing the role of men and boys in addressing negative gender norms including child marriage and FGM. Thus, this terms of reference is developed to guide the manual development process.

Purpose of the consultancy
Child marriage and Female Genital Mutilation/Cutting (FGM/C) are violation of human rights. Every child and women/girls have the right to be protected from these harmful practices, which has devastating consequences on the health, development, survival and psychosocial wellbeing of women and girls. The continuation of these practices have serious economic implication for the girls/women as well as the country.
As part of Irish Aid Gender Equality project, Save the Children has planned to implement adolescent girls’ resilience building/life skill program and enhance the role of men and boys in promoting gender equality. In this regard, Save the Children is now looking for competent consultant to adopt/develop adolescent girls’ resilience building/life skill manual for training adolescent girls and context specific men and boys’ engagement manuals for enhancing the role of men and boys in addressing negative gender norms.

Note: As clearly indicated above, the technical part will cover 60%/100% and those competent consulting firms should score at least 50% and above technically in order to open their financial proposal. i.e., if the consulting firm scores below 50%, their financial bid will not be opened by the committee

The consultant should have the following qualification.
