Introduction

Save the Children believes every child deserves a future. We endeavor to ensure children a healthy start in life, the opportunity to learn and protection from harm. We do whatever it takes for children – every day and in times of crisis – transforming their lives and the future we share.

Save the Children is currently implementing a five years program funded by the Irish Aid. The program aims to support women and girls in the lowland regions of Ethiopia in realizing their rights, living healthier lives free from violence and accessing productive resources. It intends to enhance social and economic empowerment of women and girls to achieve gender equality and the prevention of gender-based violence. The program integrates gender, education, health and livelihood sectors to achieve gender equality and prevent gender based violence in its target areas. The program aims to directly benefit over 18,000 young people and youth (70% girls) and over 6,000 adults (70% women). It also aims to reach 1,400 government sector office representatives and other service providers

The first year of the project focuses on developing guidelines and manuals to address negative gender norms and socio cultural practices that promote gender based violence. The project will use the manuals developed to bring community level behavioral and practice changes and improve the wellbeing of women and girls in Afar and Somali region targeted woredas.

As part of the manual development activities, SC has planned to develop two manuals. The first manual is adolescent girls’ resilience/life skill manual and the other manual is men and boys engagement manual. The purpose of the first manual is to enhance adolescent’s agency, resilience, knowledge on sexual and reproductive health, financial skill, self-protection, decision making, communication, leadership and other skills. The other manual aims at enhancing the role of men and boys in addressing negative gender norms including child marriage and FGM. Thus, this terms of reference is developed to guide the manual development process.

Purpose and objective of the constancy

Purpose of the consultancy

Child marriage and Female Genital Mutilation/Cutting (FGM/C) are violation of human rights. Every child and women/girls have the right to be protected from these harmful practices, which has devastating consequences on the health, development, survival and psychosocial wellbeing of women and girls. The continuation of these practices have serious economic implication for the girls/women as well as the country.

As part of Irish Aid Gender Equality project, Save the Children has planned to implement adolescent girls’ resilience building/life skill program and enhance the role of men and boys in promoting gender equality. In this regard, Save the Children is now looking for competent consultant to adopt/develop adolescent girls’ resilience building/life skill manual for training adolescent girls and context specific men and boys’ engagement manuals for enhancing the role of men and boys in addressing negative gender norms.

Objective of the consultancy

  • To review existing adolescent girls resilience/life skill and men and boys engagement manuals of Save the Children and other organization and come up with key recommendation for adoption of existing manuals and/or development of new one
  • To conduct formative assessments to inform manual development and adoption including identification of the gaps and strength of the existing adolescent girls resilience/life skill and men and boys engagement manuals
  • To develop/adopt context specific adolescent girls resilience/life skill and men and boys engagement manuals (this included translation of the manuals)
  • To adopt/develop adolescent girl’s resilience/life skill and men and boys engagement manuals monitoring tools that can help to track the progress and change in knowledge, attitude and practice.
  • To provide capacity building training on adolescent girls resilience/life skill and men and boys engagement manuals for relevant staffs 

Scope of the Consultancy

The consultant is expected to undertake the following tasks

  • Review existing adolescent girls resilience/life skill and men and boys engagement manuals program manuals
  • Conduct formative assessment in Afar and Somali region targeted woreda to inform development/adoption of the manuals (Goljano, Harshin and Daror woreda’s of Somali region and Semurobi, Hadeleala and Ayisaita woreda of Afar region)
  • Conduct discussion with key stakeholders to understand the situation on the ground including the previous challenges and strength in implementing similar adolescent girls resilience building and men and boys engagement program
  • Prepare a draft adolescent girls resilience/life skill and men and boys engagement manuals and monitoring tools in English and translate to three local languages Amharic, Afar and Somali Language
  • Pilot the manual and take make revision in line with the finding on the pilot test
  • Revise the draft adolescent girls resilience/life skill and men and boys engagement manuals and monitoring tools in line with feedback provided by Save the Children technical team.
  • Train relevant staffs based on the newly developed manual

Deliverables/output

The following deliverables or output is expected from the evaluation team

  • Brief report on the findings of field level consultation and existing manuals reviewed 
  • Presentation on the findings for relevant technical staffs of Save the Children and partners
  • Presentation and discussion with technical team on suggested sessions/ topics to be included in the manuals informed by the field level findings
  • Draft adolescent girl’s resilience/life skill and men and boy’s engagement manuals in English, Amharic, Afar and Somali languages.
  • Soft and Hard Copies of the adolescent girls resilience/life skill and men and boys engagement manuals that incorporate the input provided by Save the Children technical staffs
  • Train staffs using the manual and submit training report.

5.Roles and Responsibilities 

  • Save the Children 
  • Hold meeting with the consultant to clarify the task further and exchange ideas on the overall process and flow of the work
  • Facilitate agreement signing
  • Support in linking with key stakeholders
  • Organize induction on child safeguarding and PSEA
  • Avail existing SCI manuals and monitoring tools to be reviewed
  • Provide timely feedback on the draft manual
  • Facilitate payment

 Consultant 

  • Conduct field visits
  • Review existing manual documents
  • Conduct field visit and discussion with stakeholders
  • Present the findings of the Manual review, field visit and the consultation with stakeholders to relevant staffs
  • Develop adolescent girls resilience/life skill and men and boys engagement manuals in English, Somali and Amharic language that also includes monitoring tools
  • Should complete the task within 45 days after the signing of agreement
  • ·Work closely with the child protection technical team of Save the Children
  • All the logistic services including vehicle will be covered by the consulting firm 

Technical Evaluation Criteria 

  1. 1 - Understanding of the TOR (7) - It is clear from the application that the TOR and tasks are clearly understood by the applicant (7)
  2. Experience of the Firm in related work (20) - Has done at least five similar consulting work with international NGOs and UN agencies over the past (5 Points) - Has the thematic excellence /expertise (7)
  3. Has managed large and complex undertakings (large studies in terms of geographic coverage, complexity of methodology, total cost, development of manuals and guidelines) (8)
  4. Professional team composition accounts. (10) - Team Leader (4 Points
  5. Composition of the team (number and qualification vis a vis the approach and methodology proposed /the requirement indicated in the TOR) (6) -
  6. Methodology (quality of assessment tools) ( 20) - Demonstrates Clear Understanding of Tasks and combination of proposed methods is excellent (10) - Presents clear logical work plan that shows of how proposed activities of the consultancy will meet the consultancy objectives (5). - Proposes tools (5)
  7. Time frame-schedule. (3)- Can complete task within proposed timeframe /within reasonable time period (3)

Note: As clearly indicated above, the technical part will cover 60%/100% and those competent consulting firms should score at least 50% and above technically in order to open their financial proposal. i.e., if the consulting firm scores below 50%, their financial bid will not be opened by the committee 

Payment

  1. Upon signing of the agreement, the amount of 20% of the total contracted amount upon submission of equivalent amount bank guarantee by the consulting firm.
  2. Upon submission of the first draft, the amount of 50% of the total contracted amount
  3. Upon the successful completion of work, the amount of 30% of the total contracted amount 

Time Frame/Implementation Plan

The time allotted to complete the constancy work is 50 days. The task will be performed as per the below time frame.

Job Requirements

Qualifications/experience required

The consultant should have the following qualification.

  • Proven experience in developing adolescent girls resilience/life skill and men and boys engagement manuals
  • Extended knowledge and experience in the area of gender, child protection and psychosocial support
  • MA in relevant field (psychology, sociology, social work etc)
  • Over eight years work experience in child protection, gender, psychosocial support and life skills training for adolescent girls and youth, and experience in delivering similar assignments
  • Good knowledge about the challenges women and girls face in pastoralist communities

  • A financial proposal that indicates the all-inclusive fixed total contract price, supported by a breakdown of costs. That is, the consultant is expected to submit details of the total cost based on unit costs and disaggregated by line items in a separate sealed envelope. The total cost needs to be inclusive of VAT
  • Copies of 2 final products for similar work conducted in the last 5 years

Ownership: All data and products of this assignment are the property of Save the Children. Therefore, the consultant shall not be entitled either directly or indirectly to make use of the report for other purposes without the prior written consent of Save the Children.

The technical and financial proposals should be submitted separately using sealed envelopes labelled with the title of this assignment. The submission should include an application as a cover letter. Evidence of legal registration and tax payment, at least two relevant credentials from former clients.
